Org. Setting and Reporting

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.

ICAO is currently implementing several Digital Transformation signature projects. Digital Transformation encompasses all aspects of the Organization’s work, activities, and operations. Modernizing the Organization will facilitate its ability to leverage alternative opportunities while broadening its support to Member States at the same time. It will also enable the Organization to keep abreast of technological development, adopt emerging technologies and act as a catalyst for its stakeholder communities to understand and follow its path. Under the Finance section, the Enterprise Resource Planning and Project Portfolio Management (ERP/PPM) signature project, part of the overall Digital Transformation plan, is focused on creating “the backbone” for the enterprise systems portfolios. Encompassing many functions from portfolio management, payroll, and procurement, providing an integrated view of ICAO’s projects including financials, KPIs, and outcomes.

Reporting to the Digital Transformation Programme Manager, the incumbent will be working in a team environment with business and technical resources, as well as third party vendors on the ERP/PPM project and possibly other Digital Transformation projects.

Responsibilities

Function1 (incl. Expected results)

Acts as Project Manager for ERP System Implementation, achieving results such as:

• Develop and manage project plans, schedules, budgets, and resource allocation. • Identify project risks and develop risk management plans to mitigate or avoid them. • Coordinate project activities with stakeholders and manage project communication. • Monitor project progress and adjust project plans as necessary to ensure successful completion. • Facilitate project meetings and ensure project documentation is complete and up-to-date.

Function 2 (incl. Expected results)

Manages ERP team throughout the lifecycle of the ERP project, achieving results such as:

• Manage and supervise project team members, including assigning tasks, providing feedback, and evaluating performance. • Foster a positive and productive team environment that promotes collaboration and innovation. • Identify team members' professional development needs and provide training and mentoring as necessary. • Ensure team members have the resources they need to complete their tasks on time and to a high standard. • Resolve conflicts within the team and ensure a high level of team morale.

Provides effective Stakeholder Management throughout the lifecycle of the ERP project, achieving results such as:

• Identify stakeholders and their interests in the project and develop stakeholder engagement plans. • Develop and maintain strong relationships with stakeholders and ensure their expectations are managed effectively. • Communicate project progress, issues, and risks to stakeholders in a timely and effective manner. • Negotiate with stakeholders to resolve conflicts or differences of opinion. • Ensure stakeholders are satisfied with project deliverables and outcomes.

Actively promotes a culture of continuous improvement, achieving results such as:

• Evaluate project outcomes and identify areas for improvement. • Develop and implement continuous improvement plans to enhance project delivery and outcomes. • Identify opportunities to leverage project outcomes to benefit other areas of the organization. • Foster a culture of continuous improvement within the project team and the wider organization. • Ensure that project documentation and lessons learned are captured and shared with relevant stakeholders.

Education

Essential:

• A first-level university degree in business administration, project management, or in a related field

Desirable:

• An advanced level university degree (Master’s Degree or academic equivalent), in business administration or in a related field. • PMP or PRINCE2 certification.

This position is for a project of limited duration. The initial contract is for a period of one (1) year, with possibility of extension subject to the continuation of the project and availability of funding. In accordance with ICAO Staff Regulations, the first year is probationary for an external candidate.

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.
