Org. Setting and Reporting

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based Organization engaged in the development of intellectual property.

ICAO is currently implementing several Digital Transformation signature projects. Digital Transformation encompasses all aspects of the Organization’s work, activities, and operations. Modernizing the Organization will facilitate its ability to leverage alternative opportunities while broadening its support to Member States at the same time. It will also enable the Organization to keep abreast of technological development, adopt emerging technologies and act as a catalyst for its stakeholder communities to understand and follow its path. Under the Finance section, the Enterprise Resource Planning and Project Portfolio Management (ERP/PPM) signature project, part of the overall Digital Transformation plan, is focused on creating “the backbone” for the enterprise systems portfolios. Encompassing many functions from portfolio management, payroll, and procurement, providing an integrated view of ICAO’s projects including financials, KPIs, and outcomes.

Reporting to the Digital Transformation Programme Manager, the incumbent will be working in a team environment with business and technical resources, as well as third party vendors on the ERP/PPM project and possibly other Digital Transformation projects.

Responsibilities

Function1 (incl. Expected results)

Manages Change Strategy Development and Planning, achieving results such as:

• Develop a comprehensive change management strategy aligned with the ERP project's objectives. • Support ERP implementation by developing a Change Management Strategy and Master Plan to address the people side of change for the ERP project, thereby minimizing employee resistance and maximizing employee engagement and acceptance of the ERP solution. • Establish key performance indicators (KPIs) to measure the success of change management efforts. • Update on an ongoing basis the detailed change management plans (i.e. Sponsor Plan, People Manager Plan, Change Champions Network Plan and Training and communication Plan) and integrate change management activities into the project plan. • Conduct regular assessments to ensure alignment with change objectives.

Function 2 (incl. Expected results)

Manages Stakeholder Engagement and Inclusion, achieving results such as:

• Identify and engage key stakeholders, including senior management, department heads, and end-users. • Conduct stakeholder analysis to understand their needs and concerns. • Foster a culture of collaboration and engagement throughout the ERP implementation project. • Provide regular updates and address any concerns. • Facilitate cross-functional workshops and meetings to encourage collaboration and information sharing.

Function 3 (incl. Expected results)

Develops Change Implementation and Monitoring plans, achieving results such as:

• Create and execute change management plans, including communication, training, and resistance mitigation. • Monitor the implementation of change initiatives and make real-time adjustments. • Collect and analyze feedback from end-users to identify areas requiring additional support. • Collaborate with project teams to ensure that changes are aligned with the overall project timeline.

Function 4 (incl. Expected results)

Develops strategies for Evaluation and Continuous Improvement, achieving results such as:

• Evaluate the overall effectiveness of change management strategies and initiatives. • Continuously improve change management processes and approaches. • Provide recommendations for sustaining the changes introduced by the ERP implementation. • Collaborate with external experts and industry benchmarks to stay updated on best practices in change management.

Function 5 (incl. Expected results)

Coordinates communication activities, achieving results such as:

• Develop communication strategies and plans to minimize barriers to change, thereby increasing stakeholder buy-in. • Coordinate with both internal and external stakeholders to obtain feedback and information to identify change management gaps and the plans/initiatives to close the gap. • Work across functional pillars including all areas of the Organization to ensure proper timing and communication techniques are applied.

Function 6 (incl. Expected results)

Develops training strategies, plans and manages training activities, achieving results such as:

• Work with appropriate parties to ensure any training needs and/or culture- related aspects are identified throughout the change management strategy and are addressed for identified change management issues. • Provide coaching to managers, supervisors and other key roles in the organization to build change leadership as well as to gain support from them. • Identify training needs to build knowledge about the change and to develop the required skills to change, thereby helping employees to become familiar with and better adapt to it. • Assist with development of the training materials/modules. • Facilitate large multi-stakeholder workshops as required.

Education

Essential:

• A first-level university degree in business administration, project management, business change management, communications and engagement, or in a related field.

• A minimum of six (6) years of relevant professional experience in change management, with a strong focus on ERP implementation and integration projects, is required.

• Experience in project management principles and methodologies, is desirable.

Languages

This position is for a project of limited duration. The initial contract is for a period of one (1) year, with possibility of extension subject to the continuation of the project and availability of funding. In accordance with ICAO Staff Regulations, the first year is probationary for an external candidate.

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.
