Job Description

1. Context

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people survive and rebuild their lives. Founded in 1933 at the behest of Albert Einstein, IRC provides lifesaving care and life-changing assistance to refugees forced to flee war or disaster. Present today in more than 40 countries, we are restoring safety, dignity, and hope for millions of crisis-affected people who struggle to survive. IRC's mission is to help people whose lives and livelihoods are disrupted by conflict or disaster to survive, recover, and take charge of their future.

IRC began operations in Cameroon in 2016 to meet some of the growing needs of people affected by Boko Haram-related violence in the country's Far North. Assistance to displaced populations extends across the Far North, notably Mayo Sava, Mayo Tsanaga, and Logone & Chari, by helping increase access to water and improve hygiene practices in the displaced communities and vulnerable hosts, cash support programs to enable poor families to meet basic needs and improve food security, and protection programs, particularly by meeting the specific needs of women and girls. The coordination office is in Yaoundé with field bases in Maroua, Kousseri and Southwest region.

Following the growing crisis in the Northwest and Southwest regions of Cameroon, IRC expanded its operations to the South West region in August 2018 and the Northwest region in December 2019. IRC provides vital humanitarian assistance to internally displaced populations, with a field base office in Buea, Kumba, Mamfe, and Bamenda.

As expressed in its Strategic Action Plan 2022, IRC Cameroon is committed to continuing to provide essential humanitarian services, emphasizing the need for secured communities, and ensuring that affected populations can meet their basic needs and do not resort to negative coping mechanisms.

2. Summary

The ERD CASH AND LIVELIHOOD officer position is fundamental in the implementation of the ERD activities and will act as the ERD Focal point person in the implementation of cash and livelihood activities in IRC’s intervention sites in the Northwest regions. He will also act as the Partnership focal person in the Northwest region for the Sida Project. The ERD CASH AND LIVELIHOOD officer will assist the Senior Project officer and ERD Technical Coordinator in implementing the overall ERD strategic action plan across cash and livelihood outcomes, secondly, the officer will oversee the overall implementation of cash activities in the region ensuring the standard operating procedures for Cash activities are fully followed during the implementation of activities in the North West. This role is primordial in ensuring a fluid external collaboration with all stakeholders and partners involved in implementing cash activities in the region, ensuring proper proactiveness and project planning by ensuring all work plans, spending and procurement plans are regularly updated and tracked.

Intervention Zone and Responsibilities.

1. Intervention Zone

The position is based in Bamenda with frequent field visits to other project implementation areas of the Northwest region.

2. Key Responsibilities

- Assist in the timely and quality execution of all Economic Recovery and Development (ERD) project activities in all project locations in the Northwest region. - Ensure regular, quality and timely reporting for all ERD activities implemented within the SIDA funding in the Northwest region... - Follow up with Implementing partners to ensure all Planned activities are implemented within the required timeframe giving them the necessary technical support. - Represent IRC at relevant external meetings, including cash working groups, food security clusters, stakeholder meetings etc ensuring effective communication and collaboration. - Assist in the upload and management of the item forecast, monitoring the purchase, receipt, and distribution of requested items to beneficiaries. - Serve as focal point to all IRC local partner implementing cash and livelihood activities in NW ensuring they understand IRC’s ERD strategies and methodologies. - Build and maintain relationships with key stakeholders, including local authorities and partners, clearly communicating project objectives and strategies. Will also be involved in mapping new stakeholders. - Support Technically the Partner in the household identification of vulnerable clients for food security, livelihood and VSLA activities, ensuring adherence to procedures and documentation for verification from start till the end of activity. - Support the implementing Partner in the development of training materials for cash, livelihood and VSLA activities, ensuring alignment with IRC standards before TC approval. Will also liase and collaborate with Privat sectors and competence public institutions for technical support for project implementation. - Collaborate with financial service providers to ensure successful MPCA or food voucher distribution processes. - Document lessons learned during project implementation and support the reporting process for learning meetings. - Assist in internal ERD assessments and participate in external assessments organized by cash working groups and food security clusters. - Fully participate in all Project cycle meetings both for the IRC and the implementing Partner.

3. Other Responsibilities.

- All other functions assigned by the supervisor to allow the development of IRC programs. - Support the ERD senior cash and Livelihood officer to follow up on purchase requests and tracking of purchase orders on Integra.

A. Technical Quality

- Assists the Senior ERD cash and Livelihood Officer with the design and Monitoring of project activities in the NW region. - Ensures the success of the distribution process and voucher redemption in the NW region. - Acts as mediator between beneficiaries, implementation partners, and IRC in the NW region

B. Monitoring

- Work with the MEAL officer to ensure the project indicator tracker is constantly updated and shared monthly. - Work with the MEAL officer to develop the Meal Plan for the program. - Support the ERD senior officer to ensure the right tools are developed and approved by TC for the monitoring of all cash and livelihood activities. - Ensure all Monitoring activities are planned and conducted according to the time schedule in the NW region.

C. General

- Commits to respecting the IRC Way (IRC Code of Ethics and Professional Conduct). - Commitment to ensuring the optimal implementation of IRC Policies in the context of their work. - Be available to carry out any other ad hoc task deemed useful by his/her direct superior or by the IRC.

Qualifications

D. Required profile: Qualifications and skills.

- Degree in Economics, International Development, Sociology / Psychology, Agronomy or Nutrition, or relevant significant and equivalent professional experience. - Minimum 3 years of experience in implementing NGO-initiated activities with a good emergency background in community development projects. - Excellent understanding of the process of beneficiary identification, selection, and registration with community involvement for Cash and Livelihood programs. - Brilliant understanding and mastery of cash and voucher programs and have implemented livelihood programs. - Previous experience with National NGOs is a Plus. - Able to be multitask. - Have excellent computer skills: Word, Excel, PowerPoint, and MS Outlook. - Have a sense of organization and a strong ability to work under pressure. - Have excellent interpersonal skills and team spirit. - To be able to work autonomously and as part of a team. - Have a mastery of projects and the coordination of staff working under his/her department. - Have excellent planning and communication skills. - Ability to speak English and Pidgin fluently and have a good mastery of the Northwest context.
