OBJECTIVES OF THE PROGRAMME

WHO is compiling and analysing data on SARS-CoV-2 infection and COVID-19 for multisource surveillance, trend analysis, modelling and projections and is monitoring and evaluating programme data for action. WHO is the lead agency for COVID-19 data visualization during outbreaks and is working with other United Nations agencies and development partners to provide technical support for surveillance, monitoring and evaluation of the impact of the COVID-19 response.

DESCRIPTION OF DUTIES

The incumbent will provide technical and strategic advice to Member States to harmonize the implementation of SARS-CoV-2 and COVID-19 multisource surveillance programmes, including outbreak investigation, surveillance and monitoring of vaccine and drug resistance, and monitoring and evaluation of national COVID-19 responses.

The incumbent will undertake the following duties:

- Provide advice to Malaysia, Brunei Darussalam and Singapore on their respective multisource surveillance and monitoring protocols, outbreak investigation, monitoring and evaluation of prevention and treatment responses, as well as interpretation of results.

- Provide support in strengthening the incident management team for outbreaks, particularly for COVID-19, and the multisectoral national response plan, and act as an International Health Regulations focal person.

- Provide support for the detection and surveillance of SARS-CoV-2 variants under investigation and of concern, and monitor their impact on existing and future therapeutics and vaccines.

- Provide support in planning regional and national training activities relevant to surveillance, monitoring and evaluation of the COVID-19 response plan.

- Provide support in setting up and adapting regional and national epidemiological databases and collecting, compiling and analysing data on SARS-CoV-2 and COVID-19.

- Provide support to the regional COVID-19 response through active participation on the Incident Management Support Team, including presentations, document review and other relevant activities.

- Prepare and submit technical and progress reports on COVID-19 activities at country and regional levels in collaboration with the WHO Regional Office for the Western Pacific, headquarters and development partners.

- Coordinate support with other communicable disease programmes, such as HIV, hepatitis and sexually transmitted infections (STI), at country and regional levels in collaboration with the WHO Regional Office for the Western Pacific, headquarters and development partners.

- Perform other duties as needed.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in medicine, health sciences, social sciences or related field. Desirable: Postgraduate degree in public health, epidemiology, biostatistics, health sciences or equivalent.

Experience

Essential: Minimum of seven years of national experience in infectious disease surveillance, basic statistics, data triangulation and national experience in communicable diseases, including COVID-19, HIV, hepatitis and STI or other communicable diseases. Desirable: Experience in COVID-19 multisource surveillance. International studies, experience in teaching at university and international work experience are assets.

Skills

Sound knowledge of principles, practices, methodology and techniques in multisource infectious disease surveillance, with knowledge and understanding of COVID-19 and other communicable diseases and programme monitoring.Skills in health situation analysis, modelling and projections, proposal development, project management, teaching and mentoring.

REMUNERATION

Remuneration comprises an annual base salary starting at MYR 199,448 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
