OBJECTIVES OF THE PROGRAMME

The main objective is to provide technical support to addressing health through the life course, strengthening primary health care and integrated people-centred delivery of essential health services. This is achieved through the formulation, implementation and evaluation of evidence-based policies, guidelines, strategies, and programmes aimed at reducing the morbidity, disability, and mortality of new-borns, children, adolescents, women, men, and the elderly thus contributing to the achievement of the national health goals and the sustainable development goals.

Organizational Context (Describe the work environment, the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc.; available guidelines and degree of independence in decision making, and nature and purpose of contact within and outside the Organization):

The officer will work within the health systems cluster and with other professional and administrative staff under the overall supervision of the WHO Representative. Communication within and outside the organization will follow the established guidelines and set channels of communication as approved by the WR. The officer will work closely with the national counterparts, UN colleagues, other sectors in government, academia, implementing partners and participate in the coordination structures put in place to further the attainment of health impact such as the Interagency Coordination Committee and other Technical Working Groups. The officer will refer to WHO technical guidance in the provision of support to government and partners.

Within the delegated authority and in collaboration with other WHO colleagues at MCAT, AFRO, HQs and in other offices the officer will undertake independently under broad guidance of the supervisor, to establish/maintain good relations with national counterparts, multiple stakeholders from professional agencies to United Nations agencies, from development partners and funding agencies

DESCRIPTION OF DUTIES

The incumbent will have the following assigned responsibilities/duties:

1. Lead in the development of immunization policies, implementation guidance, capacity-building and impact-monitoring, and strengthen and expand immunization systems along the life course with new vaccines, technologies, partnerships and interventions.

2. Accelerate efforts in the control of prioritized vaccine-preventable diseases such as polio, measles, rubella, hepatitis B and maternal and neonatal tetanus, including emerging vaccine preventable diseases and respond to disease outbreaks; in coordination with supporting technical working groups

3. Strengthen the surveillance of vaccine-preventable diseases through laboratory networks to collect, analyse and disseminate good-quality information on vaccine-preventable diseases.

4. Provide liaison between the Programme Manager, counterparts and other WHO country offices on activities, facilitating partnership and coordination between the Ministry of Health and Wellness and partners involved in the EPI, including monitoring, evaluation,

5. Provide technical support to the Ministry of Health and Wellness in the planning, development, implementation and monitoring/evaluation of policies, strategies, plans, standards and guidelines on child and adolescent health.

6. Provide support to scaling up key innovations to reduce maternal and newborn mortality and morbidity for RMNCAH, in line with the Global strategy on Women’s, Children’s, Adolescents’ Health 2016-2030

7. Provide technical support to Ministry of Health and Wellness in designing, implementation and monitoring policies and programmes addressing the needs of older people aligned to the Global Strategy on Healthy Ageing 2020–2030

8. Strengthen collaboration between UN agencies, bi- and multilateral partners, international NGOs, civil society organizations and young people involved in child and adolescent health activities.

9. Provide technical support for documentation of best practices, operational, research and surveillance on the various aspects of child and adolescent health, including documentation and dissemination of good practices in this field

10. Provide technical support for better integration of health programmes, including those related to reproductive, maternal and child health, immunization and HIV/AIDS for health system strengthening.

11. Perform any other duties as required by the supervisor for the success of the programme.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in a health-related field, medicine, public health or other related field from an accredited/recognized institute. Desirable: Advanced degree in Medicine/Public Health.

Experience

Essential: At least seven (7) years of progressively responsible professional experience in developing immunization, child health, adolescent and reproductive health policies linked to high quality immunization, child, maternal, newborn, and reproductive health care programmes. Considerable experience in managing diverse teams including Programme coordination, planning, implementation, monitoring, evaluation and supervision at national and sub national level. Within this experience, demonstrated professional experience working at the country level providing technical advice and services to national counterparts, Ministry of Health, and other external partners on immunization, child health and reproductive health programmes. Experience managing diverse teams.. Desirable: Relevant work experience with WHO and/or UN agencies, health cluster partners; experience working in relevant nongovernmental or humanitarian organizations.

Skills

Proficiency in all MSOffice software applications, spreadsheets and Working knowledge of data analysis packages.

REMUNERATION

Remuneration comprises an annual base salary starting at BWP 616,690 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
