Overview

Provide technical assistance in developing an Accountability Framework for the Federal Ministry of Health in Somalia.

You have:

  • University Degree in Medicine/Public Health
  • Masters’ Degree in Public Health
  • Up to 5 years of experience in immunization and data management
  • Knowledge in EPI program
  • Extensive experience in the use of data analytics and visualization tools such as Power BI, Tableau or similar tools
  • Very Good and organized writing skills
  • Very Good computer skills, including spreadsheets and databases to monitor key campaign indicators
  • Experience of working in fragile and conflict affected settings
  • Knowledge of the local context and health system in Somalia
  • Excellent knowledge of English language

1. Purpose of consultancy

The main purpose of this consultancy is to provide technical assistance to Federal Ministry of Health and immunization partners in Somalia with the development of an Accountability Framework.

2. Background

Somalia is one of the most fragile countries in Africa, and despite some improvements realized in the past few years, the country continues to experience insecurity caused by armed conflict and natural disasters affecting the public health in the country. To improve the performance of the immunization program, the Somalia EPI program seeks to recruit a short-term consultant to support the country in development of an accountability framework with clear roles and responsibilities and mechanisms for oversight.

3. Work to be performed

Output: Support the Federal Ministry of Health to develop an accountability Framework

Deliverable 1.1.: Conduct a situation analysis

Deliverable 1.2.: Develop key performance indicators and dashboard for tracking and monitoring performance

Deliverable 1.3.: Submit a comprehensive accountability framework with clear roles, responsibilities, and mechanisms.

4. Qualifications, experience, skills and languages

Educational Qualifications:

Essential: University Degree in Medicine/Public Health

Desirable: Masters’ Degree in Public Health

WHO only consider higher educational qualification obtained from an accredited institution.

Experience:

Up to 5 years of experience in immunization and data management

Skills/Technical skills and knowledge:

Knowledge in EPI program

Extensive experience in the use of data analytics and visualization tools such as Power BI, Tableau or similar tools

Very Good and organized writing skills

Very Good computer skills, including spreadsheets and databases to monitor key campaign indicators

Experience of working in fragile and conflict affected settings

Knowledge of the local context and health system in Somalia.

Languages and level required:

Excellent knowledge of English language.

5. Location

The consultant be based in Mogadiscio with travel to different Federal Member States.

6. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

7. Travel

In-country travel.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.

8. Remuneration and budget (travel costs are excluded):

Remuneration: Pay band level A - USDUSD 3,955 - 6,980 (monthly rate range)

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract: 6 months
