**OVERVIEW** ------------ Grade : Parent Sector : Field Office Duty Station: Harare Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement: \[\[filter13\]\] Job Family: Social and Human Sciences Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 25/09/2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Within the framework of the new United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) Round 4 Project on “Strengthening Disability Rights Accountability, Governance and Coordination in Zimbabwe 2022-2023”, UNESCO Regional Office for Southern Africa (ROSA) is calling for Policy Research Institutions/ Organizations specialised in disability policy analysis and dialogue to submit an Expression of Interests to develop a “Policy Lab Model to strengthen the capacities of Organizations of Persons with Disabilities to advance disability-inclusion in policy and law making spaces. The Policy Lab Model is to be used by Zimbabwe’s main Umbrella Bodies National Association of Societies for the Care of Handicapped (NASCOH) and Federation of Organizations of Disabled People in Zimbabwe (FODPZ), as well as key OPDs representing underrepresented groups. BACKGROUND ---------- Zimbabwe’s vibrant and growing community of Organizations of Persons with Disabilities (OPDs) continues to make significant contributions towards accelerating the implementation of the Convention on the Rights of Persons with Disabilities (CRPD). The CRPD was ratified by Zimbabwe in 2013 and prior and after its ratification, OPDs have played a key role in advancing the rights of persons with disabilities. Moving forward, it is key to promote evidence-based and inclusive policy dialogue between the Duty-Bearers and Rights-Holders to achieve the principle of “Leaving No One Behind” that is central to the Sustainable Development Goals (SDG) Agenda 2030. To this end, persons with disabilities and their representative organizations must be able to lead this dialogue, based on action-oriented research, consensus-building within the social movements, and advocacy techniques that make them an influential and credible stakeholder. The Situation Analysis on Persons with Disabilities in Zimbabwe conducted by the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) Project in 2021, established that although OPDs are recognized as the key stakeholders to drive national disability inclusion, they need to sharpen their analytical and advocacy skills, be capacitated to develop models that would allow them to undertake thorough legislative or policy-review, build consensus around official memorandum to be submitted to the Duty-Bearers. This would strengthen their capacities to effectively influence the policy and legal processes to become more disability inclusive. In view of the above, a Policy Lab Model for the strengthening capacities of OPDs is therefore needed. Currently, OPDs in Zimbabwe have another opportunity to strengthen their engagement in legislative and policy dialogue and implementation processes following: • The Government of Zimbabwe’s recent launch of the national Disability Policy in 2021. OPDs can still play a role in advocating for its implementation • The National Disability Bill of 1992 reformulation to align to the CRPD. Organizations of Persons with Disabilities have yet another opportunity to engage with Duty Bearers. ASSIGNMENT DETAILS ------------------ The Lab model should be a generic and user-friendly model to be used to Review and Analyse the relevant public policies and Bills, Build consensus within their movements, Produce policy briefs and advocacy materials, and Submit official memorandum with their recommendations to Duty-Bearers and development partners in any Sector. The model should be a standardized tool that provides Umbrella Bodies and OPDs with the following: a) An easy formula to review policies from the point of view of the CRPD b) Techniques to produce evidence-based policy or legislative briefs that are compelling to the different Duty-Bearers c) Techniques on consensus-building around key and transformative recommendations d) Techniques on effective joint advocacy on disability inclusion As noted above, this pilot Lab Model for OPDs will be developed by an Institution/Organization who will accompany Zimbabwe’s Umbrella Bodies FODPZ and NASCOH and selected OPDs. The Zimbabwe UNPRPD project Team UNESCO, UNFPA, UNDP and technical partners UNICEF and UNWOMEM will provide technical support for the overall process. The assignment includes the following specific activities: i. Conducting a 1st Inception meeting with respective UNPRPD Project Team members, Umbrella Bodies, Organization of Persons with Disabilities and key stakeholders to dialogue on the assignment and ascertain the technical capacities and needs of OPDs; ii. Conduct Desk Study and produce an assessment/mapping report of existing “Lab Models/Tools (globally and regionally) that can be adapted and used by Zimbabwe’s OPDs for legislative and policy analysis; iii. Develop the generic Lab model using participatory approaches with OPDs, key stakeholders and Experts in compliance with the CRPD principles; iv. Submit to UNESCO ROSA the 1st Draft of the Lab Model/Tool validated by UNPRPD Project Team and Experts; v. Pilot the 1st Draft Lab Model Tool using a participatory approach and practical sessions where Umbrella Bodies and OPDs will use the Draft Tool to Analyse a selected legislative/policy document, build consensus, produce a Draft policy brief/memorandum, which they will dialogue with a selected group of relevant Duty Bearers; vi. Building on lessons learnt from the Pilot Exercise, conduct an Experts Meeting with OPDs and relevant stakeholders to present and validate the 2nd Draft of the Lab Model Tool for further technical input; vii. Submit to UNESCO ROSA the Second Draft of the Lab Model/Tool that addresses recommendations from the pilot phase and OPD and Experts validation meeting; viii. Conduct 2 Provincial capacity building session with Umbrella Bodies and broader OPDs in Harare and Bulawayo Metropolitan Provinces on how to use the Second Draft Tool for effective policy analysis, consensus building and advocacy with Duty Bearers. ix. Submit to UNESCO the Final Lab Model which addresses lessons learnt from the pilot phase and capacity building sessions with OPDs TIME-FRAME AND DELIVERABLES --------------------------- The above mentioned tasks will be undertaken within a period of 120 days, starting from the date of signature of the contract. Expected Main Deliverables: • Expression of Interest (EOI) including institutions /Organization profile, Technical and Financial Proposal with CVs of Team (Deadline for submission of EOI and supporting documents) 15 September 2022. • Desk study Report of Assessment/mapping of report of existing “Lab Models/Tools that can be adapted and used by Zimbabwe’s OPDs for policy analysis and advocacy for policy dialogue; • First Draft of the Lab Model/Tool validated by UNPRPD Project Team and Experts; • Second Draft of the Lab Model/Tool that addresses recommendations from the pilot phase and validation meeting by OPDs and Experts as well as the Summary Training Report (with participants list disaggregated by gender and disability type) by 30 November 2022 • Final Draft of the Lab Model, which addresses lessons learnt from the capacity building sessions with broader group of OPDs 30 December 2022 REQUIREMENTS FOR CANDIDATES --------------------------- Institution/ Organizations must be experienced with working with civil society for policy analysis and advocacy for policy dialogue Experience: At least 5 years of relevant working experience in legislative and policy analysis. • Experience in Producing policy briefs/advocacy materials for policy dialogue with a diverse audience. • At least one member of the Institution/Organization should be a person with a disability.
