Duties and Responsibilities Organizational Setting:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office of UNEP delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy announcement is meant to solicit applications for rostering purposes to serve as the pool of expertise that UNEP West Asia Office is creating within the framework of the long-term strategic partnership and the Saudi Environment Sustainability Programme with the Ministry of Environment, Water and Agriculture of Saudi Arabia.

Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture in Saudi Arabia, the expert will carry-out, inter alia, the following duties and responsibilities:

1. Develop for each ecosystem a coordination protocol between the regional level and the communities for the prevention, mitigation and response to emergencies and disasters based on the respective integrated disaster risk management structure. 2. Identify the environmental risks to which the selected communities of vulnerable ecosystems are exposed. 3. Socialize in the selected communities the products relayed with the integrated disaster risk management plan. 4. Develop and socialize the integrated disaster risk management plan for the selected communities that make up the two ecosystems. 5. Build a baseline considering the existing information in the selected communities and oriented to planning in disaster risk management, conduct identification of existing risks, qualitative and quantitative analysis of risk, planning for prevention, mitigation, and response to extreme events.

Outputs / Work Assignments (Deliverables):

1. A report of the main disaster risk scenarios. 2. A report of a probability analysis and the impact levels. 3. Prevention and mitigation actions, including the description of the measures to be adapted to minimize the risk. 4. An emergency plan and operating model for prevention, mitigation, response, and recovery. 5. Corrective actions: description of the measures to be taken in the event that the risk has occurred.

Qualifications/special skills PhD or master’s degree in environmental risk, environmental protection, environmental science, natural sciences, or related fields is required.

A minimum of 10 years of relevant work experience related to environmental regulations and/or environmental law is required.

Knowledge of environmental risk standards in Saudi Arabia is an asset.

Experience working in West Asia is desirable.

Languages Fluency in written and spoken English and Arabic is required.
