You have:

  • Master’s degree in law, environmental law, international law, or any other relevant field is required.
  • A minimum of 10 years of relevant work experience related to environmental regulations and/or environmental law is required.
  • Fluency in written and spoken English and Arabic is required.
  • Previous practical experience in environmental regulations working with governments is desirable.
  • Experience working in West Asia is desirable.

Duties and Responsibilities Organizational Setting, Purpose, and Objective:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. The Consultant will report to the Project Manager at UNEP West Asia Office.

Duties and Responsibilities:

Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities:

1. Provide technical inputs for the updating of environment regulations for the Department of Legislations and Environment Performance. 2. Provide technical guidelines to the Department of Legislations and Environmental Performance of MEWA in one or more areas of international environmental regulations. 3. Provide legal advice and inputs on the interpretation and application of international environmental regulations. 4. Provide legal advice and inputs on diverse substantive and procedural questions of considerable complexity, which may include those related to environmental justice and the sustainable management of natural resources through institutions support, capacity building, etc. 5. Conduct extensive legal research and analysis in the field of environmental regulations and correspondence. 6. Develop an assessment of existing institutional and legal frameworks (including laws, regulations, and policies) relevant to the National Environment Strategy of the Kingdom.

Outputs and Deliverables 1. Baseline report on legal and regulatory frameworks and initial assessment of capacity-building needs. 2. A country brief on environmental regulations in KSA. 3. Training courses and manual on environmental regulations for KSA. 4. Monthly progress reports. 5. A final report on environmental regulations.

Qualifications/special skills Master’s degree in law, environmental law, international law, or any other relevant field is required. A minimum of 10 years of relevant work experience related to environmental regulations and/or environmental law is required. Previous practical experience in environmental regulations working with governments is desirable. Experience working in West Asia is desirable.

Languages Fluency in written and spoken English and Arabic is required.
