Duties and Responsibilities Organization Setting:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office of UNEP delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy announcement is meant to solicit applications for rostering purposes to serve as the pool of expertise that UNEP West Asia Office is creating within the framework of the long-term strategic partnership and the Saudi Environment Sustainability Programme with the Ministry of Environment, Water and Agriculture of the Kingdom of Saudi Arabia.
Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture in Saudi, the expert will carry-out, inter alia, the following duties and responsibilities:
1. Contribute to the development, implementation, and evaluation of assigned activities in relation to the implementation of Multilateral Environmental Agreements (MEAs) ratified and complied by KSA including those related to biodiversity, chemicals and hazardous waste, oceans, desertification, and climate change. 2. Liaise with relevant MEAs, identify, and track MEA decisions requesting for KSA follow-up actions and reporting to the relevant MEAs governing and subsidiary bodies. 3. Perform consulting assignments, in collaboration with the secretariats of related MEAs, as well as relevant partners in planning facilitating workshops, through interactive sessions and assisting in developing the action plan for KSA to implement their obligations under various related MEAs. 4. Research, analyze and present information gathered from diverse sources on emerging issues on protection, conservation and sustainable use of biodiversity, climate change, chemicals and waste, desertification among others. 5. Technical guidance in policy development, including the review and analysis of environmental governance issues and trends, preparation of impact evaluation or equivalent studies, etc.
Outputs / Work Assignments (Deliverables): 1. Inception report and situation analysis report. 2. Capacity building programmes identified and approved by MEWA. 3. Staff trained and training reports for the different thematic areas. 4. Final project report
Qualifications/special skills Advanced degree (Master’s or PhD) in environmental science, law, political science, international relations or equivalent or any other relevant field is required. A minimum of 10 years previous practical experience in environment negotiations and familiarity with Multilateral Environmental Agreements is required. Knowledge of Multilateral Environmental Agreements in Saudi Arabia is an asset Experience working in West Asia is desirable.
Languages Fluency in written and spoken English and Arabic required.
