Duties and Responsibilities Organizational Setting, Purpose and Objective:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia.

Duties and Responsibilities:

Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia (KSA), the Consultant will carry-out, inter alia, the following duties and responsibilities:

1. Technical inputs in the development, implementation, and evaluation of assigned activities in relation to the implementation of multilateral environmental agreements (MEAs) ratified and complied by KSA including those related to biodiversity, chemicals and hazardous waste, oceans, desertification, and climate change. 2. Technical inputs and guidance on relevant MEAs, identifies, and tracks MEA decisions requesting for KSA follow-up actions and reporting to the relevant MEAs governing and subsidiary bodies. 3. Technical consultations with the secretariats of related MEAs, as well as relevant partners in planning facilitating workshops, through interactive sessions and developing the action plan for KSA to implement their obligations under various related MEAs. 4. Research, analyze and present information gathered from diverse sources on emerging issues on protection, conservation and sustainable use of biodiversity, climate change, chemicals and waste, desertification among others. 5. Policy development, including the review and analysis of environmental governance issues and trends, preparation of impact evaluation or equivalent studies.

Outputs and Deliverables

1. Preliminary assessment of status of implementation of Multilateral Environmental Agreements (MEAs). 2. Capacity building needs assessment report and capacity building programme for Multilateral Environmental Agreements (MEAs). Staff training on implementation and reporting of MEAs. 3. Monthly progress report on environmental regulations 4. A comprehensive final report of multilateral environmental agreements in KSA.

Qualifications/special skills Master’s degree in environmental science, law, political science, international relations, or equivalent is required. PHD is an asset. A minimum of 10 years’ work experience on environment, chemicals and MEAs is required. Knowledge of Multilateral Environmental Agreements in Saudi Arabia is an asset. Experience working in West Asia is desirable. Work experience in organizing training and workshops is desirable.

Languages Fluency in written and spoken English and Arabic is required.
