Expected duration The contract should start from 25 October 2021 and finish upon the receipt of the above-mentioned outputs. The tentative end date of the contract is 25 June 2022.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The 4th Meeting of the Conference of the Parties of the Tehran Convention (COP4) welcomed the Caspian Environmental Monitoring Programme (EMP) contained in document TC/COP4/7 as “the basis for continuation of this activity and capacity-building and regional cooperation for monitoring the parameters which determine the quality of the marine environment of the Caspian Sea”; the Environmental Monitoring Programme (EMP).

At its 5th Meeting, in Ashgabat, Turkmenistan, on 30 May 2014, the Conference of the Parties to the Tehran Convention (COP5) “welcomed the proposed Regional Framework and Network for the Tehran Convention and Protocol Compliance Monitoring and Assessment, contained in document TC/COP5/5”, and decided “to establish a working group on monitoring and information exchange” TCIS to coordinate the preparation and initiate the negotiation process of a legal instrument (Protocol) on Monitoring, Assessment and Information Exchange.

The preparation of the draft Caspian Marine Litter Action Plan was undertaken by the national experts from the Caspian Sea littoral states and an international expert. For that purpose, five National Experts were contracted to provide their national inputs and contributions for the development of the Caspian Marine Litter Action Plan. The draft Caspian Marine Litter Action Plan was submitted to the Tehran Convention Contracting Parties by the letter of the 10 June 2020.

The main objective of the consultancy is to provide advisory functions to Tehran Convention Secretariat related to the environmental monitoring in relations with the above-mentioned documents.

Qualifications/special skills Academic Qualifications: Advanced university degree or equivalent academic qualifications in environmental law/policy/information science or related field of study. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree. Experience: At least 5 years of technical experience in environment management, environmental monitoring and other relevant fields. Knowledge of the monitoring institutions and systems of the Caspian Sea countries. Language: Fluency in English is required, knowledge of Russian is desirable.
