Duties and Responsibilities Organization Setting:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office of UNEP delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives.

This consultancy announcement is meant to solicit applications for rostering purposes to serve as the pool of expertise that UNEP West Asia Office is creating within the framework of the long-term strategic partnership and the Saudi Environment Sustainability Programme with the Ministry of Environment, Water and Agriculture of Saudi Arabia.

Under the overall supervision of the project manager in coordination with the respective department in the National Centre for Environmental Compliance and the Ministry of Environment, Water and Agriculture in Saudi Arabia, the Consultant will carry-out, inter alia, the following duties and responsibilities:

1. Provide technical guidance in the development of National Centre for Environmental Compliance (NCEC) management system in accordance with the requirements ISO 9001, ISO IEC 17020 and ISO/IEC 17025. 2. Develop technical guidelines for NCEC in achieving an international accreditation aiming at improving and developing internal skills to best serve new market demands in such important sectors like the environment. 3. Provide technical guidance in the preparation of the Saudi National Center for Environmental Compliance for its accreditation in inspection activities. 4. Develop and finalize of all the documentation of the QMS and environmental inspection in accordance with ISO 9001, ISO IEC 17020 and ISO/IEC 17025 and all related international documents such us ILAC documents.

Outputs / Work Assignments (Deliverables): 1. Inception report. 2. Capacity building needs assessment report. 3. Training for NCEC and MEWA staff. 4. Final project report.

Qualifications/special skills Advanced degree (Master’s or PhD) in quality management, environmental inspection, laboratory quality analysis, or related fields is required. A minimum of 10 years of experience in environmental inspection, compliance or related field is required. Qualification as a Team Leader according to ISO 9001, ISO/IEC 17020 by an accreditation body and ISO/IEC 17025 is an asset. Knowledge of the ILAC international requirements in relation to accreditation bodies is an asset. Practical experience in consulting or assessment according to ISO 9001, ISO IEC 17020, and ISO/IEC 17025 requirements for at least 5 beneficiaries is an asset. Practical experience in training and capacity building in the kingdom of Saudi Arabia is desirable.

Languages Fluency in written and spoken English and Arabic is required.
