Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in UNEP's Law Division at its Headquarters in Nairobi, Kenya. The Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to multilateral environmental agreements (MEAs). The incumbent will specifically work in the National Environmental Law Unit (Unit) of the Law Branch within the Law Division. The Unit’s main focus of work is to provide technical support to countries to develop/strengthen and implement environmental law, and to build capacity of various stakeholders and institutions with respect to the development and implementation of, compliance with, and enforcement of, environmental law, including commitments set out in MEAs. The objective of the Global Environment Facility (GEF) project Development and promotion of non-POPs [persistent organic pollutants] alternative to DDT [Dichlorodiphenyltrichloroethane] in India, is to introduce bio- and botanical pesticides and other locally appropriate cost-effective and sustainable alternatives to DDT as first step for reduction and eventual elimination of dependency on DDT, ensuring food safety, enhancing livelihood and protecting human health and the environment. The project is implemented by the United Nations Industrial Development Organization (UNIDO) and UNEP. UNEP focuses on strengthening the legislation, policy framework and institutional capacities throughout the lifecycle of alternatives to DDT such as bio-pesticides, plant extracts and Long-Lasting Insecticidal Nets (LLIN), developed by UNIDO, covering the stages from production, registration, use and disposal. The full lifecycle of these alternatives is covered by the project since legal bottlenecks may be found in each of these stages. The aim of the consultancy is to comprehensively examine the existing legislative and institutional framework of India to identify potential gaps and bottlenecks in the regulation of the new products and to provide recommendations for relevant legislative and institutional changes that can ensure an efficient system for fulfilling the legal requirements at the various stages of the lifecycle of these alternatives.

Duties and Responsibilities Under the supervision of the Head, National Environmental Law Unit (NLU) of the Law Division or his/her designated mandated representative(s), the consultant will undertake the following activities: 1. Review the draft guidance documents developed by other project partners that aim at raising awareness and educating producers and users (including but not limited to permit holders for the distribution and the marketing) of the alternatives to DDT and provide input from a legal perspective; 2. Contribute from a legal angle to the development of Integrated Vector Pest Management (IVPM) training modules led by the Central Pollution Control Board of India; 3. Participate as a trainer in IVPM for the duration of the contract; 4. Engage in consultations with UNEP, UNIDO, the Government of India and other relevant partners to present his/her work, discuss the progress of the project activities and provide recommendations for the next steps; 5. Support other project-related activities, such as the development of communication materials (videos, human interest articles, etc), by providing inputs in relation to the outputs delivered under Component 1.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in environmental law required. A first-level university degree in combination with two additional years of qualifying experience in environmental law may be accepted in lieu of the advanced university degree. Experience: At least ten years of experience in Indian law with a focus on environmental law, including analyzing legislation and designing recommendations. Working experience with international organizations, including those in the United Nations system, or with academic institutions in the context of research and analysis, in particular in legal analysis, and expertise in independent research and review, are an advantage. Language: Excellent writing and oral English language skills.
