1. Purpose of the Consultancy

The Environmental Health Officer consultancy aims to support WHO Country Office Sudan preparedness and response to health emergencies. The consultancy aims to support the response with the technical expertise to scale up and adapt the project to the quickly changing context and the current outbreak of water and vector borne diseases. S/he is expected to perform his/her duties and responsibilities with highest degree of efficiency and sound judgment.

2.Background

Multiple outbreaks of water borne vector borne and vaccine preventable diseases are ongoing across the country. The White Nile State located in southern border of republic of Sudan, the total population 2,243,267 (2016). Outbreaks of water-borne diseases during the last 5 years, in 2017 the reported more than 8000 AWD cases. The sanitation situation classified as one the high-risk state due to many factors (only 33% have access to safe drinking water and more than 70% practicing open defecation). The state hosting more than 200,000 south Sudanese refugees in 10 camps in two localities, all these camps located near the White Nile River and therefore, increases health related risk for the residence community. The epidemiological situation at White Nile state requires adequate WASH response to prevent the further emergence and spread of diseases with epidemic potential. The 2 Environmental Health Officer will support the scale up of the WASH preparedness and response in the deteriorating context in the state, support the development of adequate response plan and follow up their implementation through health partners in the area of intervention. Furthermore, the incumbent delivers capacity building activities to various target audiences.

4.Work to be performed

Output 1: The functions contribute to ensure that the priority environmental health needs are addressed in an effective and timely way during the ongoing emergency. Furthermore, the consultancy aims to provide the technical capacity and additional resources to ensure WHO delivery of appropriate WASH, vector surveillance and control measures in a multisectoral approach in coordination and collaboration with partners.

• Deliverable 1.1: Identify the needs in humanitarian setting in WASH and vector control, in collaboration with health partners and surveillance officer,

• Deliverable 1.2: Work on proposals for WASH, vector surveillance and control activities based on the needs assessments and identification of appropriate WASH partners.

• Deliverable 1.3: Follow up on WASH, vector control and vector surveillance activities and assure timely and adequate reporting.

• Deliverable 1.4: Provide Technical advice to the state ministry of health in vector surveillance and control and WASH measures according to WHO standards for outbreak control and WASH in hospitals.

• Deliverable 1.5: Verify dissemination of key technical materials and distribution of WASH and vector control materials to the respective WASH partners. • Deliverable 1.6: Identify Identification of training needs and implementation of capacity building activities based on training materials developed by WCO Sudan and regional office.

• Deliverable 1.7: Participate in I WASH cluster coordination meetings.

• Deliverable 1.8: Write monthly reports using data collected from a broad range of sources and development of situational analysis and health risk assessment.

• Deliverable 1.9: develop environmental health reports, including water quality tests, sanitary inspection, hygienic conditions at household level, identification of 3 contamination source, drinking water disinfection using the tools developed by WHO country office.

• Deliverable 1.10: Develop needs assessments and input to proposals, activity reports and training reports.

• Deliverable 1.11: Submit end of mission report.

5.Specific requirements

- Qualifications required: First level university degree in Public Health / environmental, civil, or sanitary engineering.

- Experience Required: Up to 5 years of relevant experience required in implementation of emergency environmental health programmes.

Desirable: Experience in capacity building and demonstrate knowledge of health sector activities in the context of emergency response relief. Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.
