Job Description

IRC opened the national program in Mali in 2012. Our programs range from humanitarian assistance to early recovery activities, focusing on child protection, education, economic well-being, nutrition, health, water and sanitation, and governance. We work both in the north, the center, and the south of Mali. Conflict and drought have caused the displacement of hundreds of thousands of people in Mali and neighboring countries. The security situation in the country remains fragile. Nonetheless, the needs of internally displaced persons and conflict-affected host communities are vast, and the issue of humanitarian access is an ongoing process.

Job Overview:

Under the supervision of the Deputy Director of Programs (DDP), The Environmental Health (EH) Coordinator is the focal point for environmental health/Wash programs in Mali. It ensures the implementation of quality WASH programming in Ansongo, Nara, Menaka, Youwarou, Tenenkou, and Kidal. The EH Coordinator will maintain regular contact with all partners, including the Ministry of Water, Ministry of Health, UN agencies, and other NGOs, and will also be responsible for fulfilling IRC’s strategic objectives for the EH sector. In addition, the EH coordinator will represent IRC in all sector meetings, including with technical services, local authorities in the intervention areas, and the Wash cluster in Bamako.

The Environmental Health (EH) Coordinator provides also an overall strategic vision for the IRC's environmental health/WASH programming in Mali and will develop the water, hygiene, and sanitation strategic plan in line with the strategic action plan (SAP 2022 -2025). Under the supervision of the DDP, the EH Coordinator is bound by the vision, mission, and core values of IRC. He/she ensures the coherence of all WASH activities in close collaboration with other programs.

The EH Coordinator is the focal point for communication, coordination, and exploitation of all information and data with partners and donors on issues related to the sector. The incumbent will play an active role in the overall strategic leadership of the sector and represent IRC at various levels, including the administrative authorities, the national EHA sector working group, international and national NGOs, UN agencies, and other strategic partnerships.

Major responsibilities:

Program Management

• Provide technical and management leadership to the WES program by best practices and IRC policy.

• Oversee the implementation and expansion of WASH services and ensure that program objectives are met.

• Review and evaluate programs to help improve delivery and quality.

• Promote or contribute to the development of sectoral strategic plans and direction.

• Contribute to multi-sectoral assessments (MSAs), including analysis and planning

• Work closely with the M&E department to support the patient/client satisfaction survey process.

• Ensure that program activities promote gender inclusion and protection, sensitivity, and inclusion of beneficiaries appropriately in programs.

• Document lessons learned, innovative approaches, and the generation of information and evidence to contribute to IRC's global learning

• Identify SE program expansion opportunities and implement action plans for service expansion considering the magnitude of needs and gaps, as well as IRC's internal capacity to address them adequately.

Technical Quality

• Provide technical and management leadership following international best practices and IRC policy.

• Prepare project plans, review designs, and maintain accurate and organized work files and detailed records, including activity summaries, site plans, location maps, budgets, and project schedules

• Ensure that contracts with contractors address environmental risk management requirements and mitigation plans

• Establish a replicable quality control mechanism for field work, including hygiene promotion activities

• Ensure appropriate monitoring of the quality of materials, equipment, and supplies for technical works through periodic field visits

• Ensure that program activities promote client accountability and that gender and protection sensitivity, and inclusion are adequately addressed in all projects.

Coordination and optimization of the use of resources

• Ensure regular and accurate analysis of expenditures and major budget revisions in cooperation with the finance department,

• Ensure regular procurement monitoring, including purchasing and inventory, in cooperation with the Supply Chain Department.

• Ensure procurement planning at the proposal stage, as required.

• Ensure that the team under his/her supervision ensures that the actions implemented correspond to donor rules and IRC procedures.

• Ensure optimal use of human, financial and logistical resources.

• Contribute to the compliance of security plans and staff protocols and share information with the Senior Leadership and Management Team.

Staff Management

• Supervise the team under direct supervision to ensure effective and efficient planning, implementation, and monitoring of all activities and understand the expected program results.

• Maintain open and professional relationships with team members, promote a strong team spirit, and monitor and guide staff to succeed in their positions

• Ensure that performance appraisals of all SE staff are completed on time and of the required quality

• Overall responsibility for staff time sheets, work plans, vacation schedules, and staff training/development activities

• Lead the recruitment of staff when funding is provided and/or confirmed

• Assume responsibility for discussing work expectations, performance, and goals on an informal, quarterly basis with designated staff

• Adhere to and act following IRC global HR policies and procedures - Promote IRC Way.

Coordination and representation

• Proactively participate in Wash groups/meetings, working group meetings, and all relevant humanitarian forums related to WASH issues

• Identify potential donors to discuss with the DDP and ensure that the project proposal submitted is of the highest quality

• Share information on IRC Environmental Health (EH) activities with external stakeholders, contributing to the coordination of all donor visits

• Strengthen relationships with the sector ministry and regional directorates

Monitoring, Evaluation, Quality Assurance, and Reporting

• Maintain effective monitoring, evaluation, and planning system in collaboration with the M&E team.

• Continuously analyze data and provide updates to the DDP.

• Responsible for all internal and external programmatic reporting, including donor reporting

• Coordinate program evaluations and reviews, ensure documentation of lessons learned, informing reports and program development

• Contribute to the development of guidelines, including technical design of software and hardware interventions, for all areas under his/her responsibility

• Provide technical support to EH areas to the direct report team and the overall mission.

• Ensure that gender, protection, and environmental impact are integrated into all programs under direct responsibility.

Other Tasks

• Consistently and proactively monitors the safety and security of the team; promptly reporting concerns or incidents to the SMT and liaising with community leaders and other external parties as necessary to maintain/improve the safety environment for IRC programs

• Other duties as assigned by supervisor to enable and develop IRC programs

• Strong on donor relations in emergency/humanitarian context

Job Requirements:

• Minimum of a master’s degree in Civil Engineering, Hydrology, Public Health or equivalent - Higher education is preferred.

• Five (5) years of professional experience in the design and implementation of water, sanitation, and hygiene projects in emergency and development contexts, including one (1) year of experience in an emergency context

• Groundwater hydrology and/or water resources management is an asset

• Experience in Africa is preferred

• Strong program/technical management and budget management, planning, reporting, monitoring, and evaluation skills

• Excellent understanding of water, sanitation, and hygiene issues in emergencies and knowledge of emergency standards (Sphere)

• Strong written and oral communication skills, effective advocacy, and networking

• Promotes teamwork, is comfortable in a multicultural environment, flexible, and able to handle pressure well

• Knowledge and/or experience in conflict management, protection, or another related field

• Excellent professional approach and strong team skills

• Strong management, planning, analytical and interpersonal skills

• Fluency in French and English is required (oral and written)

• Excellent computer skills: MS Word, Excel; AutoCAD, and GIS

Working Environment

The HES Coordinator will be based in Bamako (security level: yellow) and will be required to make regular trips to IRC bases in Mali and to countries in which IRC implements cross-border projects

Housing: private accommodation in Bamako. This position is accompanied limited.
