Under the supervisor of the Programme Manager, the consultant will assess the hygiene, sanitation, and waste management practices in Primary Health Care facilities; provide recommendations for improvement and prepare an action plan and implement the action plan in up to 3,000 UNICEF-supported primary health care facilities.

How can you make a difference?

The Consultant will make a difference for the children by performing the following specific tasks:

  1. Undertake a review of the environmental & social management framework (ESMF) and medical waste management plan (MWMP). Update of the MWMP based on best practice. Review the incinerator consultancy report, when available.
  2. Conduct an initial assessment of hygiene, sanitation, and waste management capacities and practices in UNICEF-supported primary health care facilities. Base the preliminary assessment primarily on project monitoring data that already exists and that UNICEF will provide to the consultant.
  3. Conduct additional site visits (if possible given the mobility situation in the country).
  4. Present the report and draft recommendations to UNICEF Health and Nutrition management team and lead a discussion to build consensus and agreement on the required actions.
  5. Develop an action plan including need for supplies, infrastructure (incinerators), training / capacity building, and scale (quantity) and costing of needs.
  6. Implementation of action plan, training plan, procurement plan.
  7. Monitoring of the action plan and implementation.
  8. Quarterly reporting on progress

To qualify as an advocate for every child you will have…

  1. A master’s degree in environmental sciences, public health, health care management, or related subject.
  2. Eight years working experience on health care safety including infection prevention and control and medical waste management, health facility management, environmental health, health and nutrition services delivery, and/or public health
  3. Practical program management experience
  4. Experience in training and development of training materials
  5. Experience in report writing in English for UN and donor audiences
  6. Strong analytical skills, communicating and negotiation skills
  7. Fluency in English and Arabic is required.
