Result of Service The objective of the consultancy is to monitor and evaluate the progress of the commitments of the adherents to the UNEP’s Global Campaigns: Clean Seas and BreatheLife and provide support to the Escazu Agreement activities in Mexico. In addition, the consultancy will develop analysis regarding environmental issues such as air quality, climate change, pollution, biodiversity conservation, green economy, sustainable transport and other key environmental topics for Mexico. Moreover, will contribute to strength the relationships with the civil society, academia and the private sector implementing activities to inform and raise awareness on environmental impacts.

Responsibilities and activities to be performed by the consultant will include, but are not limited to:

- Participate in meetings and activities related to the organization of UNEP’s Global Campaigns Clean Seas, BreatheLife, Global Commitment, as required. - Collect and systematize information of the adherents to the UNEP’s Global Campaigns: Clean Seas and BreatheLife. - Follow up, monitor and evaluate the progress of the commitments of the adherents to the UNEP’s Global Campaigns: Clean Seas and BreatheLife. - Provide technical expertise to strengthen the implementation of the Global Campaigns: Cleans Seas and BretheLife in Mexico - Coordinate the implementation of the Breathelife Global Campaign together with SEMARNAT and PAHO Mexico. - Mapping entities and relevant contacts of the Global Campaigns, projects and programmes analysed and generate a data base. - Collect and systematize information of stakeholders, such as Public Sector in the three levels of governments (Federal, State and Municipal governments), NGOs, Private Sector, Academia, relevant to air quality, climate change, pollution, biodiversity conservation, green economy, sustainable transport, sustainable education, and other key environmental topics for Mexico. - Collaborate in the analysis of the Escazú Agreement and in the design of activities, webinars, capacity-building, etcetera, that could take part in Mexico. - Participate and provide technical inputs in meetings related towards Environmental Governance and Escazu Agreement, - Conduct research of data and information of programmes and projects related to air quality, climate change, pollution, biodiversity conservation, green economy, sustainable transport and other key environmental topics, as requested by UNEP Mexico’s Office, at national and subnational level. - Research, compile and summarize information relevant to air quality, climate change, pollution, biodiversity conservation, green economy, sustainable transport and other key environmental topics. - Design workshops related to air quality, climate change, pollution, biodiversity conservation, green economy, sustainable transport, among others. - Provide logistical and administrative experience in the implementation of governance projects. - Participate in basic process support. - Establish strategic collaboration with governments, UN agencies, Non-Governmental Organizations, the private sector, and international donors. - Draft meeting notes, briefings, and internal minutes as required. - Execute other tasks, as requested by UNEP Mexico.

Duties and Responsibilities The United Nations Environment Programme (UNEP), established in 1972, is the voice for the environment within the United Nations system. UN Environment acts as a catalyst, advocate, educator, and facilitator to promote the wise use and sustainable development of the global environment. UN Environment aims at inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations.

The UNEP Latin America and the Caribbean Office (LAC Office) located in Panama City is supported by UNEP Mexico´s Country Office, located in Mexico City. UNEP´s Mexico Country Office collaborates with the Mexican government and other stakeholders in areas ranging from low carbon and resilient growth, resources efficiency, environmental governance, to projects on ecosystems and climate change, and supports Mexico in its transition to a low carbon and green economy.

To accomplish this, UNEP´s Headquarter and its Regional and Country offices work with a wide range of partners, including other United Nations entities, international organizations, national governments, non-governmental organizations, the private sector and civil society.

The Mexican Government - through its Ministry of Environment and Natural Resources (SEMARNAT) - and UNEP signed a Memorandum of Understanding (MoU) on 12 September 2011 and a second one in December 2014. These MoU have provided a framework for cooperation to facilitate the transition of Mexico towards a green, sustainable, low carbon economy and support climate resilient growth.

In the following months, UNEP will continue implementing projects related to Mexico´s transition towards a green economy, climate change, circular economy, resource efficiency, chemicals, marine litter, plastic pollution, sustainable agriculture, ecosystems, biodiversity conservation and environmental governance, among others. Furthermore, UNEP will be liaising with counterparts, stakeholders, and other donors.

UNEP Mexico’s Office will support the air quality national agenda implementing the BreatheLife campaign in Mexico together with the Ministry of Environment and Natural Resources (SEMARNAT), the National Institute of Ecology and Climate Change (INECC) and Pan American Health Organization (PAHO) Mexico, promoting air quality governance as a critical point to attaining air quality standards and public health goals.

In addition, UNEP Mexico office participates in the global project Informing Plastic Action. This project aims to promote the Global Commitment and Clean Seas UNEP´s initiatives, encouraging governments to take action throughout joining in at least one initiative, workshops, communications campaigns, hybrid activations and webinars related to the most recent UNEP documents on plastic pollution. Moreover, will contribute to strength the relationships with the civil society, academia and the private sector implementing activities to inform and raise awareness on the plastic pollution impact.

Additionally, UNEP Mexico’s Office will continue to play an active role in implementing the 2030 Agenda and organizing workshops, capacity building, and awareness-raising through communication campaigns and social media strategies. UNEP campaigns are fundamental to communicate the importance of environmental sustainability, such as #CleanSeas, #BreatheLife and #WildforLife need to be mainstreamed among different sectors of Mexico.

In this sense, UNEP Mexico is looking for an Environmental Governance Jr. Consultant. The incumbent will be supervised by the UNEP Mexico Representative Officer in Mexico City and will work 40 hours per week, from Monday to Friday, full time at UNEP Mexico’s Office.

Qualifications/special skills ACADEMIC:

- Bachelor´s degree in International Relations, Public Policy, Environmental Areas, Environmental Governance, or related fields is required.

PROFESSIONAL: - At least two (2) years of professional experience in environmental governance, public policy, or environmental matters or is required. - Experience working on environmental projects and monitoring will be an advantage. - Previous work with public sector or international organizations will be an asset.

SPECIAL KNOWLEDGE AND SKILLS: - Knowledge in Environmental governance. - Proven ability to manage different stakeholders. - Be computer literate in standard software applications. - Knowledge of Excel and other database programs. - Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views. - Ability to deliver timely and high-quality results under tight deadlines. Excellent coordination skills, and an ability to follow instructions, work under pressure as a part of a team, or independently as required. Excellent attention to detail.

Languages- Fluency in Spanish and English is required.
