Overview

Deliver technical components of the third work plan under the Saudi project.

You have:

  • Advanced university degree (master’s degree or equivalent) in Environmental Science, Environmental Economics, International Relations, Political Science, Public Policy, Development Studies, or a related field.
  • Minimum of 2 years of professional experience in project coordination, reporting, research or technical support in environmental or sustainable development projects is required.
  • Proven experience in preparing technical reports, policy briefs, and project proposals for international organizations or governmental entities is required.
  • Demonstrated experience in coordinating multi-stakeholder engagements, including government bodies, civil society organizations, and international partners is required.
  • Experience in organizing and facilitating consultation meetings, training programmes, and workshops is required.
  • Familiarity with the environmental landscape in Saudi Arabia and knowledge of national initiatives and strategies such as Vision 2030, NES, and environmental investment frameworks is desirable.
  • Experience working with UN agencies, intergovernmental organizations, or development projects is an asset.
  • Fluency in English and Arabic is required.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia. The Consultant will report to the Project Manager at the UNEP West Asia Office. Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the respective departments at MEWA, the Consultant will prepare and deliver technical inputs to the following project components: 1. Economic Aspects of Environmental Action in Saudi Arabia • Assess the development and implementation of the economic valuation of environmental investments in Saudi Arabia, the compensation cost for environmental damage guideline, and the economics of ecosystems and biodiversity (TEEB) study under the third work plan of the SESP. • Coordinate with consultants, technical experts, and stakeholders to facilitate drafting, data collection and analysis. • Organize technical meetings between UNEP, MEWA, and relevant partners to ensure project objectives are achieved. • Prepare technical reports, presentations, and policy briefs on the subject matter. 2. Negotiators' Training Programme • Draft concept and agenda for the negotiators’ training programme at MEWA. • Develop training materials in collaboration with subject-matter experts. • Propose criteria to identify suitable participants for the training events. • Organize training sessions, including technical preparations and communication with trainers. • Assist in the development of Model UNEA module, as the need arise • Draft meeting notes, summaries, and learning materials to facilitate knowledge retention. 3. Sand and Dust Storm Regional Masterplan • Provide inputs to the regional sand and dust storm masterplan, in collaboration with the National Center for Meteorology (NCM) • Coordinate with technical experts, national authorities, and regional partners to advance the development of the masterplan. • Coordinate data collection and analysis, ensuring accurate and comprehensive inputs. • Assist in organizing stakeholder consultations, workshops, and review sessions to gather feedback and refine the masterplan. • Contributes to the preparation of policy briefs, presentations, and communication materials to promote the masterplan's outcomes. In addition, the Consultant will: • Prepare and compile project-related progress reports, drafting clear and concise narratives that highlight key achievements, challenges, and recommendations, verifying data sources, cross-referencing project milestones, and aligning content with UNEP and MEWA reporting standards. • Develop and refine presentations, briefing notes, and progress updates for engagements with MEWA and other project stakeholders. • Coordinate the data collection process by engaging with project team members and stakeholders to gather necessary information for reports. • Maintain an organized record of reporting timelines, milestones, and documentation to ensure timely submission.
