The World Bank’s Environment, Natural Resources and Blue Economy Global Practice (ENB) provides expertise, technical assistance and financing to help low- and middle-income countries manage land, sea and freshwater natural resources in a sustainable way to help create jobs, improve livelihoods, enhance ecosystem services (such as carbon sequestration, pollination or water regulation), decrease pollution and increase resilience to climate change. It helps set developing countries on a clean, green growth trajectory for resilient economies and healthy communities. ENB supports informed decision-making through analysis and using methodologies such as environmental economics and natural capital accounting. This is be-cause countries are in a better position to seize growth opportunities, weigh pollution costs and climate risks, identify synergies, and understand the repercussions of policy and investments.

Under the direct supervision of Salimata D. Follea, Senior Natural Resources Management Specialist, the UN Volunteer will undertake the following tasks:

The candidate will contribute to the Environment, Natural Resources and the Blue Economy (ENB)-led activities in Cambodia, including assisting with developing operations, sharing knowledge and supporting ENB engagements with the Government of Cambodia. The responsibilities will include contributions to the preparation of investment operations, planning and implementation of analytical studies and technical assistance working with task team leaders based in the Cambodia Country Office and Washington, D.C. The candidate will be a full task team member, is expected to participate in missions, and benefit from the interaction with more senior staff. • Contribute to the conceptualization and development of new Bank operations (combining various sources of financing including International Development Association – IDA and Trust Funds (TF)) by assisting with identification and preparation working with the task team and client counterparts. • Focus would be on Nature-based Solutions, One Health, and the Country Climate Development Report. • Undertake research to inform ongoing or planned operations and analytical work, analyse data generated either from surveys or from secondary sources to enhance ENB’s work. • Work on resource mobilization efforts, preparing fundraising proposals across the ENB portfolio. • Contribute to analytical activities led by ENB Task Team Leader in Cambodia, including quality control, contributing to donor relations, preparing progress reports and organizing client outreach and consultations. • Support drafting relevant Bank-project cycle’s documentation (e.g. sector contribution to Project Concept Notes, Project Appraisal Documents, and Implementation Support Reports.

in natural resources management or environmental policy (focus on climate change, land use scenarios, water management, protected area management, blue economy/coastal/marine resources management/planning/policy and/or solid waste and plastic management)

Computer literate (e.g., Microsoft Office) essential.

Enthusiasm for and commitment to development work.

Cambodia is located in Southeast Asia, between Thailand to the west and Vietnam to themeast. The climate is tropical, with the monsoon season running from May/June through October/November. Phnom Penh is the capital of Cambodia and is the most populated city in the country. Over recent decades, Phnom Penh has grown rapidly which has led to traffic congestion and air pollution, and there is frequent flooding of streets during the rainy season in the city’s low-lying areas. Khmer is the official language and the main religion in Cambodia is Buddhism - it is advised to dress modestly.

The Riel is the official currency, however, both US Dollars and Riel are widely used and in cities there is good access to banking and ATMs. The cost of living in Cambodia is relatively low, as compared to many other capitals in Southeast Asia. Housing is widely available in various sizes and at various price points and Wi-Fi coverage is some of the best in Southeast Asia. Food and shopping centers are readily accessible, and transport is generally cheap and easy to find. Ridehailing apps, such as Grab or PassApp, are increasingly popular and can be used to book tuk-tuks or cars. While access to health care can be limited, in Phnom Penh hospitals and medical clinics are available with contact information available through the UN system in Cambodia.

While most expats agree Cambodia is a safe place to live, bag and phone snatchings across Phnom Penh - especially during the nighttime - remains the main threat to the security of UN personnel. All UN personnel and dependents are advised to remain alert and carry as little as possible while moving around. Keep a low profile, try not to display wealth, and carry a sensible amount of cash only. Cambodia is a unique country and mine action for human development a unique operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
