Org. Setting and Reporting This is position is located in the United Nations Assistance Mission in Somalia (UNSOM) as part of the integrated system between Resident Coordinator (RC) and UNSOM, in Mogadishu, Somalia. The position is financed by General Temporary Assistance (GTA) funding.

Under the direct supervision of the Head of the Integrated Office of the DSRSG/HC/RC, the Environmental Affairs Officer will be part of the Climate and Environmental Unit and supports the establishment, implementation, monitoring and revision of the mission’s Environmental Mandate as per the latest Security Council Resolution.

Responsibilities Within limits of delegated authority, the incumbent will be responsible for the performance of the following duties:

Policy and Guidance / Planning - Support the Mission leadership in implementing the environmental mandate and draft relevant specific guidance for the mission (including directives, Standard Operating Procedures, etc.); - Coordinate the development of and monitor the implementation of the Mandate, including data collection and reporting; liaise with data owners to ensure that the mission’s Environmental Mandate and Risk Management System is completed and submitted; - Produce the Missions Environmental Emergency Preparedness Plan with relevant offices.

Management - Support the administration and recruitment of personnel of the environmental unit. - Coordinate with the Environment Unit to ensure cooperation across the Mission, UNSOS, ATMIS and the UN agencies.

Environmental Monitoring and Risk Management - Undertake regular environmental inspections in projects and programmes across the UN AFPs, priority potential risks and possible improvement of performance, provide recommendations accordingly; - Conduct environmental assessments and surveys of operations in the mission, including Environmental Impact Assessments (EIA) in liaison with relevant sections; - Produce the mission’s Environmental Baseline Study (EBS), if no such study has been done, or update existing EBS as necessary; - Maintain a record of environmental issues and actions thereon at the mission, focusing specifically on the political issues, including, for example, a list of potentially politically sensitive environmental issues. - Liaise with relevant sections and Military and Police Environmental Focal points to get a regular update on Climate related Security Events. - Investigate complaints or reports of pollution, contamination, and other environment-related incidents; - Report and recommend to the Head of the Integrated Office to undertake such measures as may be required to prevent or mitigate environmental problems; - Advise relevant officers or offices on environmental issues arising from the assessments, studies and plans, including environmental information relevant to the operations of the mission.

Awareness and Training / Mainstreaming - Promote awareness on environmental and climate change issues; - Provide an environmental briefing to all mission personnel including police and military contingents during their induction training; - Mainstream environment and climate change into mission-level SOPs, and other relevant guidance and processes; - Engage with contractors, in close coordination with contract management colleagues, on responsibilities when relevant;

Coordination and Partner Relations - Liaise on environmental issues with local authorities relevant to United Nations bodies and agencies present in the country or region, as well as regional organizations and diplomatic community when relevant; - Carry out any other tasks required to support the delivery of the Environment mandate and the environmental objectives of the mission as directed by the Mission leadership.

Education Advanced university degree (Master’s degree or equivalent) in environmental management, environmental science, environmental engineering, environmental law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience 7 years of progressively responsible experience in the environmental management field with a national government/administration, non-governmental organizations or international organization is required.

Experience in evaluation and oversight of environmental compliance is required

Experience in Environmental Impact assessments and/or Environmental/Climate governance is desirable

Experience in Climate and Environmental programme management is desirable

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
