Result of Service To support the active engagement of the Bureau member for the fifth session of the International Conference on Chemicals Management (ICCM5) from the Asia Pacific region for the intersessional process considering the Strategic Approach and sound management of chemicals and waste beyond 2020 in the lead up to ICCM5 scheduled to take place from 25 – 29 September 2023 in Bonn, Germany.

Work Location New Delhi, India (in the Ministry of Environment, Forest and Climate Change, Government of India, Indira Paryavaran Bhawan Jorbagh Road, New Delhi – 110 003 INDIA)

Duties and Responsibilities BACKGROUND: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Chemicals and Health Branch of the Economy Division leads UNEP's sub-programme on Chemicals, Waste and Air Quality. UNEP's programme of work centers around assistance to countries and multilateral environmental agreement (MEA) secretariats to assist in technical scientific issues related to priority chemicals and implementation of the United Nations Environment Assembly and Governing Council resolutions.

The Strategic Approach to International Chemicals Management is an inclusive, voluntary global policy framework on the sound management of chemicals and waste and is hosted by UNEP, Chemicals and Health Branch in Geneva. Currently, the SAICM Secretariat is implementing Resolution IV/5 of the fourth session of the International Conference of Chemicals Management, including the intersessional process to prepare recommendations regarding the Strategic Approach and the sound management of chemicals and waste beyond 2020.

SPECIFIC TASKS AND RESPONSIBILITIES a) Provide technical support to the Asia Pacific Bureau member to effectively engage in ICCM5 Bureau meetings, by providing substantive feedback on key issues to be addressed by the ICCM5 Bureau in the lead up to ICCM5. b) Coordinate at national and regional level with all SAICM stakeholders, including the exchange of information and compilation of inputs. c) Prepare high-quality written inputs to draft documents submitted by the SAICM Secretariat for review. d) Prepare high-quality documents in advance of key milestone meetings (OEWG4 – if it takes place, Asia Pacific regional meeting, ICCM5) e) Provide support to chemicals-related MEAs

Qualifications/special skills Advanced university degree (Master’s or equivalent) in chemistry, environmental science or management or related field. A first-level university degree in combination with qualifying experience of 2 years may be accepted in lieu of the advanced university degree. Languages Fluency in both English and Hindi (both oral and written) is required. Knowledge of another UN official language is an advantage.

Additional Information ST/AI/2013/4 - 5.8 In order to limit the repeated use of the same consultant, either to perform different tasks within the workplan or a series of tasks within the same project, no consultant shall provide services for more than 24 months in a 36-month period, whether continuous or not, and irrespective of the cumulative months of actual work.

The fees of consultants and individual contractors are expressed in gross amounts. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local laws. The United Nations does not reimburse consultants or individual contractors for any taxes, duty or other contribution payable by the consultants or individual contractors on payments made under the individual contract. The United Nations does not issue statements of earnings to consultants and individual contractors.
