Org. Setting and Reporting UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1949), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1948), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

Under the direct supervision of the Deputy Chief Mission Support, and in line with the established UN Rules and Procedures, the Environmental Affairs Assistant will be responsible for mainstreaming Environmental activities into mission plans by providing assistance in planning and monitoring of projects, ensuring that environmental aspects are taken into consideration during the planning phase and met during the implementation phase. The post will also monitor and report on strategy implementation, including assisting in the preparation and updating of the Mission’s Environmental Action Planning and Performance tool (eAPP), Mission’s Energy Infrastructure Management Plan (EIMP), Waste Management Plan (WMP), Wastewater Management Plan (WWMP) – as applicable - in order to reduce the mission’s environmental footprint aligned with the objectives of the DOS Environmental Strategy

Responsibilities Within delegated authority, the Environmental Affairs Assistant will be responsible for the following duties:

Awareness and Training: - Assists in contributing to increasing the visibility and awareness of environmental issues, including the development of promotional material. - Assists in coordinating environmental events, including program planning to promote awareness of environmental issues. - Assists in contributing to the organization of informational sessions on environmental issues for mission personnel. - Participates in environmental working groups relevant to the mission’s activities and requirements.

Environmental Action Plan – Implementation - Works with mission colleagues to facilitate the implementation of the environmental program of work; - Monitors mission’s Environmental Action Planning and Performance (eAPP), reporting every six-months - Monitors mission’s consumption of Energy, Water and wastewater, and Solid Waste Disposal and informs supervisor when approved standards are exceeded. - Liaises with focal points and other relevant mission or UN contacts. - With guidance from DCMS, reviews complaints or reports of pollution, contamination, health hazards, and other environment-related incidents. - Assists in the preparation of briefing notes and other material for senior management. - With guidance from DCMS, participates in the drafting of SOWs for various construction projects and monitors that and environmental aspects are taken into account.

Policy and Planning: - Under the direction of DCMS, assists in developing, implementing, and evaluating assigned programs/projects, specifically, the implementation of the UN Environment policies and strategies; monitors program/project development and implementation; monitors and reviews reporting mechanisms and contributes to mission environmental objectives and plans for waste, wastewater, and energy management plans, wider impact and environmental management systems; - Assists the DCMS in reviewing SOPs to ensure that current environmental policies and practices are integrated in order to minimize the mission’s environmental impact. - In coordination with the UNGSC Environmental Technical Support Unit (ETSU), assists in preparing the initial draft of the mission's Environmental Action Plan (EAP) for DCMS review. - Assists in data collection and preparation for information sharing within the mission. - Perform other duties as required

Education High school diploma or equivalent is required. A combination of relevant certification and/or equivalent or other academic qualifications or trainings in environmental management or related fields, is desirable.

Work Experience Seven (7) years of progressively responsible experience in the environmental management or engineering field with a national government/administration, a large firm or international organization is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.

Experience of coordination of environmental management within the UN system and representation in inter-agency network is desirable.

Languages English and French are the working languages of the Secretariat. For this position, fluency in oral and written English is required. Working knowledge of Arabic and/or Hebrew is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
