Duties and Responsibilities

THE ORGANIZATIONAL SETTING

This consultancy is within the Environmental Standards Section (ES) within the Air Transport Bureau (ATB). ICAO's activities in the environment field aim to limit or reduce the impact of international aviation on noise, local air quality, and the global climate. ES is responsible for the development of a range of standards, policies, guidance material and tools, and carries out analyses related to aviation and the environment. It also provides support to the Assembly, the Council, the Air Navigation Commission (ANC), and the Committee on Aviation Environmental Protection (CAEP), a technical committee of the ICAO Council.

The Environment Technical Consultant will directly support the coordination of work related to ICAO Long-Term Aspirational Goal (LTAG), State Action Plans and the development of environmental tools, and assist in analytical work related to environment. The consultant will primarily work on the development of the LTAG Monitoring and Reporting methodology, and the consistent update to the ICAO tracker tools and ACT-SAF platform. The Environment Technical Consultant will also support ICAO capacity-building and assistance projects, such as ACT-SAF. The consultant will report to Chief, Environmental Standards Unit.

MAJOR DUTIES AND RESPONSIBILITIES

  1. Supports tasks related to the implementation of the ICAO Long-Term Aspirational Goal on net zero carbon emission by 2050, achieving results such as: • Supports ICAO LTAG related activities on Monitoring and Reporting of the CO2 emissions reductions from technology, operations, and fuels; • Assists in the development of a methodology for the Monitoring and Reporting of CO2 emissions reductions; • Assesses data and develops metrics to monitor and report CO2 emissions reductions; and • Assists in managing the work of CAEP on the LTAG Monitoring and Reporting CO2 emissions reductions.

  2. Supports ICAO initiatives to promote the latest emissions reductions measures on technology, operations and fuels and State Action Plans to reduce aviation emissions: • Supports ICAO LTAG-related activities, projects, meetings and events (e.g. Stocktaking); • Compiles data on emissions reductions measures and updates ICAO ACT-SAF platforms on implementation support initiatives; and • Assists in updating the ICAO tracker tools for CO2 emissions reduction measures and initiatives, as well as developing new functionalities for those tools.

  3. Supports the ICAO State Action Plan initiative to reduce aviation CO2 emissions: • Compiles data on emissions and updates platforms with State Action Plans information, including the development of an interactive tool; • Develops a verification system for baseline information; • Updates the Action Plan Emissions Reductions (APER) website with selected mitigations measures; • Develops and delivers a training programme on how to generate baseline information during State Action Plan workshops; and • Verifies State Action Plans submitted by ICAO Member States (baseline information, selected mitigation measures, and expected results).

  4. Supports the following tasks related to the development and update of ICAO tools, achieving results such as: • Contributes to the update of all ICAO tools – such as ICAO Carbon Emissions Calculator, ICAO Green Meetings Calculator, ICAO Fuel Saving Estimation Tool (IFSET), the Environmental Benefit Tool (EBT), and the Marginal Abatement Cost Curve tool; • Assists in maintaining the underlying methodology for the ICAO Carbon Calculator, including the ICAO Cargo Carbon Calculator; • Contributes to the continued development of an API, web and mobile interfaces for the ICAO Carbon Emissions Calculator application; and • Develops and improves the interfaces for ICAO tools based on users’ queries, and data review.

Qualifications/special skills

Education:

• A first-level University degree, preferably in engineering, economics, environment, or in a related discipline, is required.

Professional Experience:

• Six years of experience in developing databases using various software, is required. • Six years of experience in the development and update of tools associated with the calculation of carbon emissions, aviation performance assessment, fuel savings, environmental benefits, and assessments methods, is required. • Solid understanding of aviation and environmental work, including capacity-building and assistance projects (such as ACT-SAF), and CORSIA, is required. • Experience of managing data and monitoring and reporting CO2 emissions reductions, is required. • Experience in supporting the organization of international meetings, is required. • Experience interacting with aviation officials, is required. • Experience with analysis of international policy related to aviation and/or environment, is desirable.

Languages

• Fluent reading, writing, and speaking abilities in English, is required. • A working knowledge of French and another language of the Organization (Arabic, Chinese, Russian or Spanish), is desirable.

Additional Information

Please note that the monthly rate for Band B varies from CA $5,097 to CA $8,122.
