This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. . After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources

Overview

The position is assigned in the Office of Safeguards (OSFG) but will be strategically placed in the Timor-Leste Resident Mission (TLRM) within the Southeast Asia Department (SERD). OSFG was established to implement and monitor ADB’s safeguards policy and procedures. It advises and supports ADB management, operational departments, and relevant parties, including borrowers/clients in delivering development solutions in compliance with ADB’s safeguards policy.

SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. TLRM is responsible for country partnership and strategy, policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Timor-Leste.

Job Purpose

The Environment Officer (Safeguards) will support and coordinate the planning and development of ADB's environment safeguards policies; lead and provide operational coordination and specific inputs to ADB projects to ensure compliance with safeguards policies during project preparation and implementation; contribute to the evaluation, improvement, and dissemination of ADB’s safeguards policies and support ADB’s goal of poverty reduction and sustainable development and provide assistance as needed for applying safeguards knowledge to the development of tasks.

The position will report to the Director, OSFG and/or designated International Staff, and operationally to the Regional Unit Head who will both provide supervisory inputs to the incumbent’s annual workplan and performance review.
