Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. The expert will report to the Project Manager at UNEP West Asia Office. Duties and Responsibilities (Included in JO Posting): Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties & responsibilities: Current duties and responsibilities: 1- Provide technical contributions to the development/execution of the strategy, operational framework and human resource plan for the newly established Economic Affairs Department (EAD), to enable its operationalization and support EF in coordination with the relevant stakeholders. 2- Provide recommendations on policy directives, investment opportunities, and capacity development needs within the fund and its ecosystem, particularly in relation to strategic files like privatization/private sector participation, green finance, Carbon Credit Market, ESG, climate and sustainability. 3- Provide technical guidance on the overall strategy development of the fund in line with relevant national, regional, and global strategic frameworks, this includes strategic advisory and capacity building on embedding ESG/sustainability within the fund’s overall strategy and operations. 4- Provide technical guidance on the fund’s strategic partnerships and engagements with EF events (e.g. workshops) and national and global events / initiatives (e.g. this year’s upcoming United Nations Convention to Combat Desertification (UNCCD)’s Conference of the Parties (COP16). 5- Provide ad hoc technical advisory to the EF and its ecosystem stakeholders on issues of strategic relevance to the Saudi Environment Sustainability Programme (SESP).

Qualifications/special skills

Master’s degree or equivalent in economics, climate change, environmental science, finance, or related fields is required. PHD is an asset. Minimum of 10 years of professional technical experience in the field of environment finance is required. Previous practical experience in a similar task in environment finance is required. Knowledge of environment finance in Saudi Arabia is an asset. Experience working in West Asia is desirable.

Languages

Fluency in English and Arabic is required.
