Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. The expert will report to the Project Manager at UNEP West Asia Office. Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the National Environment Fund and the respective department in the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia, the Consultant will carry-out, inter alia, the following duties and responsibilities:

1. Provide technical expertise to the National Environment Fund. 2. Analyze tradeoffs of economic related decisions and policies on the environment and vice versa (the economic effects of environmental policies, business decisions, and privatization opportunities). 3. Provide an overview of economic and environmental trends. 4. Development of top-down financing needs assessment at the macro-level to inform discussions with planning and finance authorities to identify the financing envelope. 5. Provide technical expertise for the incentive and grants program offered by the National Environment Fund 6. Provide strategic guidance on the policy directives, investments, and capacity development of public institutions needed to achieve the intended accelerated transitions.

Outputs and Deliverables:

1. Work plan and report on economic and environmental trade-offs and trends. 2. MEWA environment finance needs assessment. 3. Report on incentives and grants program offered by the National Environment Fund 4. Recommendations on policy directives, investments, and capacity development of public institutions needed to achieve the intended transitions.

Qualifications/special skills Master’s degree or equivalent in economics, climate change, environmental science, finance, or related fields is required. PHD is an asset. Minimum of 10 years of professional technical experience in the field of environment finance is required. Previous practical experience in similar task in environment finance is required. Knowledge of environment finance in Saudi Arabia is an asset. Experience working in West Asia is desirable.

Languages Fluency in written and spoken in both English and Arabic is required.
