Children and young people are more vulnerable to adverse environmental conditions than adults and are more sensitive to the harmful effects of climate change and environmental pollution. The skills, knowledge and attitudes we nurture in children and young people today are the foundation of our collective resilience to climate change and sustainable development of our communities in the future. Towards this goal UNICEF is implementing a programme called “Empowering children and young people in North Macedonia to be agents of change in reducing community vulnerability to climate change”, financially supported by the Swedish Government. The programme aims to implement a comprehensive environment and climate change education and prepare children and young people to become active citizens in building the response toward climate change and environmental degradation.

How can you make a difference?

Over the course of 2023 the consultant will work under the supervision of the Education Specialist and provide expert support to the office in planning, coordination and monitoring of the climate change in education programme. The consultant will work specifically on:

• Technical inputs to integrate environment and climate change aspects into the delivery of UPSHIFT programme (a UNICEF programme focused on building transferable skills by using design thinking methodology);

Timeline: February – July (10 days)

• Provide expert support in incorporating social innovation in the delivery of six innovation camps to address environment and climate issues for building better response to future environmental and climate shocks.

Timeline: February – July (10 days)

• Review the delivery of the educational programme of the Science Learning Network and examine the strategies to inquiry-based teaching and learning approaches and propose the most efficient ways (framework, process, etc) to link the Science Learning Network (science venues working on climate change educational programme) with educational institutions including schools.

Timeline: February – March (25 days)

• Provide technical review and recommendations on the technical specifications of the equipment and resources of the Science Learning Network

Timeline: February (5 days)

• Review the process of implementation of the new resources provided to the Science Learning Network (SLN) and periodically recommend adjustments

Timeline: February – March (4 days)

• In close collaboration with the international expert on Science Learning Network, develop analysis and recommendations for the s programme sustainability of the SLN

Timeline: April – December (16 days)

• Provide technical inputs (environment and climate change) to the youth led communication strategy and youth led actions on climate change

Timeline: February – December (15 days)

• Provide technical review of the curricula programmes for primary and secondary education from environmental and climate change point of view and suggest areas/topics where environmental and climate change education can be incorporated into the curricula

Timeline: February – December (10 days)

• Contribute to the coordination mechanisms for environment and climate change programmes with relevant institutions including government stakeholders, development partners and CSOs

Timeline: February – December (20 days)

• Provide technical support to scale-up and develop a second phase in the environment and climate change in education programme

Timeline: February – May (10 days)

• Contribute to the development a comprehensive report that captures the activities, results and impact under the climate change in education portfolio.

Timeline: July – December (10 days)

The consultant will work closely with UNICEF staff, national partners, Ministries and an international consultant who will provide additional logistic, expert and coordination support.

To qualify as an advocate for every child you will have…

  • A Bachelor degree education, environmental protection, social sciences, or another relevant field is required. Advanced degree in environment, climate science is considered as an asset.
  • A minimum of three years of professional experience in programme planning, management, and/or research in environmental education and climate change is required.
  • Experience in working with national and international stakeholders in the area of climate change and education programmes
  • Excellent analytical and writing skills.
  • Fluency in Macedonian and English (oral and written) is required. Knowledge of another local languages is desirable.

Payment terms: Payments will be made on a monthly basis as per reports submitted and verification of progress on deliverables.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
