BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

After months of rising tensions between Ukraine and the Russian Federation (RF), there has been a significant escalation in armed hostilities in Ukraine as of 24 February 2022, with increased shelling reported in several cities in Ukraine in addition to the areas already in conflict in the east of the country.

Following discussions with the Ukraine United Nations Country Team (UNCT), OCHA, the clusters and other working groups, and aligned with the IACP, WFP will temporarily amplify the capacity of the in- country humanitarian system for an initial period of three months, until the situation has been reassessed, the Government and other humanitarian agencies have scaled up their own mechanisms and/or the crisis has eased. WFP will work on two tracks in parallel. Firstly, WFP will fill gaps in the response to crisis- affected populations through the provision of immediate food assistance using a combination of cash- based transfers (CBT) and in-kind modalities. Secondly, WFP will support other humanitarian agencies through logistics and telecommunications-related support as well as other on-demand services, as required.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Support with registration, data collection and data entry process following WFP's procedures and standards.
  2. Inform new beneficiaries of the required documentation for registration.
  3. Ensure all required documents are provided and review them.
  4. Ensure the beneficiary phone number provided during registration is functional as it will be the main mode of communication with beneficiaries. If this is not available, then please seek alternative ways to communicate.
  5. Ensure all data is entered correctly in a secure way and seek the database manager’s support where needed.
  6. Create and maintain a database of WFP beneficiaries, linking it to the database. This database should have family details and distribution records.
  7. Provide newly registered families with a brief overview of the programme, their entitlements and expected distribution schedules.
  8. Update database during distributions.
  9. Report any problems encountered while registering the household.
  10. Receive and collate comments and feedback from cooperating partners and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
  11. Follow set emergency response processes and procedures.
  12. Support the Programme team on their daily duties, including liasing with multiple stakeholders in local languages, translating documents and reports, supporting with interpretation as needed.
  13. Support in the traslation from Ukrainian to English and vices versa.
  14. Support in liaising with local stackholders for the information gathering and data verification.
  15. Support program in field visits when needed for data collection and FGDs.
  16. Other as required

DELIVERABLES AT THE END OF THE CONTRACT:

  • Registration, data collection and entry processes done correctly and effectively, following WFP's procedures and standards.
  • Effective and respectful interactions with stakeholders.
  • Document and track of interactions with beneficiaries and feedback provided.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Completion of secondary school education.

Experience:

  • Experience with data collection and entry desirable.
  • General knowledge of WFP standards.

Knowledge and skills:

  • Proficient in the use of office equipment and computer software packages, such as Microsoft Excel and Word.
  • Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
  • Understands basic technical concepts and data.
  • Understands and applies basic principles of engagement with stakeholders at the national or local level.
  • Uses tact and courtesy to give and receive information to a wide range of individuals.

Languages: Fluent in Ukrainian, Russian and English.
