ORGANIZATIONAL SETTING
Malaria Team, WHO Myanmar has been supporting in planning and implementing malaria control/elimination programme. Malaria control programme embarked to malaria elimination in 2016 with the aim to to eliminate P. falciparum malaria by 2023 and all human malaria by 2030. WHO is implementing donor funds through supporting field staff to the national programme at various locations.
Entomological Surveillance has been identified as one of the interventions to achieve malaria elimination. Inadequate human resources and capacity of the national staff for conducting entomological surveillance is a challenge. To strengthen the entomological surveillance and capacity building of the national entomological staff, WHO is to field ‘Entomologists’ in the programme. The Entomologist will be supported by extrabudgetary sources. The incumbent will work under the direct supervision of Scientist (Malaria Control) and overall guidance of the WHO Representative to Myanmar, and in close collaboration with the programme to perform the following tasks mentioned in the section below. The positions are initially for one-year 2022. The extension for 2023 is contingent to performance and successful acquisition of funds beyond 2022.
MAJOR DUTIES AND RESPONSIBILITIES
Entomological Surveillance, planning and implementation of entomological activities
- In collaboration with VBDC Entomology Teams at Central and State/Regional levels and in consultation with officials and WHO Scientist (Malaria Control), develop and implement a plan to assess the efficacy of LLINs and ITNs.
- Provide technical support to officials in micro-planning, implementation, M&E of distribution of LLINs and mass treatment of mosquito nets.
- Provide inputs related to malaria entomology and vector control that will help the officials in preparation and timely submission of quality assured reports to the Principal Recipient.
- In transition to the WHO position, work closely with the other young entomologist to transfer knowledge and simultaneously built the national programme staff capacity.
- Support state VBDC to prepare the repository of historical and current technical and programmatic documents for future reference
- Provide inputs to the NMCP in conducting training needs assessment on malaria entomology and vector control.
- Provide inputs in the development of research agenda and protocol on malaria prevention among migrant and/or forest-related workers.
- Properly maintain insectary for rearing the mosquitoes and use it for different entomological activities.
Coordination and reporting
- The incumbent will closely coordinate with WHO Scientist (Malaria Control) to receive timely technical guidance to support the National Malaria Control Programme.
- The incumbent will submit a monthly work and travel plan and activity report or any other report as required to officials and WHO Scientist (Malaria Control).
- Submit monthly activity report and quarterly assignment report to WHO Malaria Unit with copy to official at central. The report shall in a format and substance that will be outlined by WHO Malaria Unit.
- Perform other related duties as assigned by the supervisor.
WORK RELATIONS AND PARTNERSHIPS
The malaria team is working closely with programme and other partners supporting malaria control and elimination activities. The incumbent is expected to have working skills in a team and communication skills to manage the partnership. Most importantly the incumbent needs to work closely with the WHO team members, National and other Field Project Coordinators, Data Assistants and officials.
IMPACT OF FUNCTIONS
The function plays a key role with respect to the clients served through the delivery of technical support on entomology surveillance, planning, need assessment, implementation of entomological activities, coordination and reporting in a collaborative approach.
