Founded in 1933, the International Rescue Committee is a world leader in relief, rehabilitation, and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development –bringing people from harm to home. The IRC currently works in 9 districts in Uganda, including Kitgum, Lamwo, Kyegegwa, Moroto, Amudat, Yumbe, Arua, Kiryandongo and Kampala.

The IRC is currently implementing its health and nutrition programs focusing on providing primary health care services to refugees in their settlements. The health and nutrition programs are aligned to the IRC mission; “ to help people whose lives and livelihood are shattered by conflict and disaster including climate crisis to survive, recover and gain control of their future”.

Job Overview

Under the guidance of Reproductive Health Officer, an enrolled mid-wife shall be responsible for provision of maternal and neonatal health services at the facility and supporting the reproductive health services in the community within the catchment area. Maternal and neonatal health services include: Antenatal care, deliveries, neonatal care, prevent infection and promote health (infection prevention, exclusive breastfeeding, immunization, growth monitoring and check-up for common neonatal infections), postpartum care, and encouragement of breastfeeding/young child weaning & feeding, PMTCT, family planning, and managing obstetric emergencies including referrals as appropriate, & STIs management according to MoH guidelines. She will directly supervise the enrolled midwives. Provision of quality maternal, neonatal and child health services at the health facility that include Antenatal care, deliveries, neonatal health care to prevent infection and promote health, exclusive breastfeeding, immunization, growth monitoring and check-up for common neonatal infections, postpartum care, and encouragement of breastfeeding/young child weaning & feeding.

Duties and Responsibilities

•Provide high quality essential maternal and new-born care services according to Ministry of Health guidelines. •Manage obstetric and new-born emergencies including referrals as appropriate. •Ensure referrals for comprehensive emergency obstetric and new-born care are accompanied and referral information at health facility kept in file for future use. •Ensure strict observance of infection prevention and control measures while providing care. •Participate in doctor’s ward rounds and provide bedside nursing care and treatment for admitted mothers in a timely manner. •Participate in maternal, perinatal death audit surveillance and response and reporting in the health facility. •Ensure linkage of mothers and new-borns to other services in the health facility including immunization, postnatal care, family planning and HIV care when necessary. •Provide high quality post abortion care services including linkage to family planning for mothers who present to maternity unit with complications of abortion. •Implement elimination of mother to child transmission of HIV (eMTCT) components within the maternity unit. •Treat all mothers with dignity, empathy and ensure confidentiality and adherence to professional code of conduct while providing care. •Provide all necessary information regarding the process of care during Labour, delivery and immediate post-partum period including information treatment provided, procedures conducted and counselling on family planning during discharge. •Conduct monthly requisitions and inventory in maternity and submit reports. •Provide immediate care and counselling to women who have experienced sexual gender-based violence and ensure linkage to other services related to SGBV prevention and response in health facility. •Participate in compiling daily, weekly, and monthly reports for maternity unit and ensure reports are submitted to M&E team in a timely manner. •Participate in weekly/monthly maternity staff meetings to review activities. •Undertake any other duties and activities as directed by your supervisor.

Qualifications

•Must have a certificate of enrollment in midwifery from a recognized institution. •Must be registered and licensed with the Uganda Nurses and Midwives Council. •At least one year experience in implementing maternal and child health programs. •Planning and organizing. •Concern for quality and standards. •Self-control and stress management. •Time management. •Good documentation and report writing skills. •Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team. •Interpersonal and communication skills including influencing, negotiation and coaching. •Availability and willingness to work extra hours during times of humanitarian responses.
