Result of Service a. Translation of report entitled “Assessment, Analysis and Redesign of Civil Registration and Vital Statistics Processes in Turkmenistan” from English to Russian [approximately 50 pages] (Deliverable date: 25 August 2023)

b. Translation of guide entitled “Using big data for official statistics: Key considerations when using mobile phone data” from English to Russian [approximately 60 pages] (Deliverable date: 15 October 2023)

These translated guide and report are to be submitted in a high quality writing with UN editorial style, correct grammar and spelling, and the final translated documents are to be in MS Word documents.

Payment of USD 7,000 according to the following schedule:

USD 3,200 upon satisfactory completion of output a. (Data 4 Health Initiative, Project ID: 2022-SD-001), by 8 September 2023

USD 3,800 upon satisfactory completion of output b. (Section 23, Big data, Project ID: 23SP7S2305), by 31 October 2023

Duties and Responsibilities At present, ESCAP is collaborating with the Bloomberg Data for Health Initiative (D4H) to support improvements to Civil Registration and Vital Statistics (CRVS) systems in Asia and the Pacific. More specifically, the project aims to develop statistical capacity and demographic skills within national statistics offices (NSOs) and other line ministries/organizations responsible for the production of statistics. This includes various activities at national, subregional and regional levels such as capacity building workshops, technical advisory services, knowledge sharing activities as well as development of knowledge products.

At the same time, ESCAP has been supporting countries to experiment with big data in official statistics and developing new knowledge products on big data. A recently concluded pilot project explored the use of night-time light data and satellite imagery to measure electricity access and proportion of population living in traditional houses, disaggregated by sex in Cambodia and Mongolia respectively. In response to requests from member states, ESCAP has also published a number of big data guides focusing on land cover changes, urban hot spots, and mobile phone data.

In support of communication and understanding, a consultant is sought to translate two knowledge products from English to Russian. The first of these documents is a report outlining the findings from a CRVS Business Process Improvement (BPI) project conducted in Turkmenistan. The translated document will support the communication of these findings to national stakeholders and policymakers.

The second document is ESCAP’s big data guide titled “Using big data for official statistics: Key considerations when using mobile phone data”. The guide provides insights on the evolving roles of NSOs, the necessary considerations for big data to be used in official statistics, partnership, cost arrangements, and quality assurance, all of which are important for enabling big data adoption with a focus on mobile phone data. An English version of the guide is already published and the Russian version will help expand the reach of the document to countries where Russian is the working language.

The Translator will work under the supervision of the Chief of the Population and Social Statistics Section and in close cooperation with respective staff for the various outputs covered in the terms of reference.

Qualifications/special skills First-level university degree in Translation, Linguistics, English, or related field.

Experience: A minimum of 3 years of relevant experience in providing translation services in English to Russian and vice versa is required.

Experience in international cooperation and capacity development support on IT and related fields in North and Central Asia is an advantage.

Familiarity with terminology related to international development and terminology used by the United Nations would be highly desirable.

Skills: Proven record in translating, writing and editing of official documents from English to Russian and vice versa. Good communication and time management skills.

Languages Fluency in English and Russian.
