Purpose of Activity/Assignment: Taking in consideration that a majority UNICEF documents and internal communication, both via email and verbally, are made using the English language, the UNICEF Bissau Country office would like to ensure the availability of a qualified English Language teacher for staff members to improve their English skills, in order to facilitate communication and improve the quality of documents produced.

Scope of Work:

The United Nations Children’s Fund in Guinea Bissau wishes to hire a Consultant (English Language teacher) to teach staff members internally. The Consultant is requested to provide in his technical proposal approach and strategy for the organization of these courses (number of groups, time, duration, etc.)

The class group will benefit from a basic English language course tailored to their level and needs. In the initial phase of this assignment, it is expected that the teacher conducts an individual assessment to determine the level of each staff member and if needed separate into groups and take full responsibility for:

  • Developing a tailored training course for each group;
  • Planning and conducting two lessons weekly for the first group through basic English language and communication lessons;
  • Planning and conducting one lesson weekly for the second group focusing on professional English, writing and presentation skills;
  • Evaluating the progress of individual staff on a quarterly basis to measure progress, identify barriers to learning and recommend action to overcome barriers;
  • Identify useful online/offline resources and courses for each group and mentor staff in their use;
  • Consistently keep a record of participation of individual staff members and consult HRLDT Chairperson in the case of repetitive staff absence;
  • Organize English proficiency tests at the beginning and end of the course and verify satisfactory achievement of the trainees.
  • Other related tasks based on need and agreement;

The consultant is requested to submit his all-inclusive financial proposal.

  • Activity final report, including lessons learned and recommendations.

To qualify as an advocate for every child you will have…

  • University Diploma/Degree in Pedagogy (Teaching English) and/or Interpretation and Translation from English to Portuguese and vice versa
  • Experience of teaching English language to adult learners.
  • Must be fluent English and Portuguese.
  • Demonstrated ability to work with a group of at least 5 participants.
  • Experience with the United Nations system would be an asset.
  • Have good interpersonal communication skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
