The scope of engineering services includes quality assurance and site supervision.

  • Oversee timely and effective mobilization to site of selected contractor in accordance with contractual requirements
  • Review and approve the contractor’s construction methodology and method statement to ensure that it is practical and comply with public safety requirements
  • Develop a comprehensive system of inspection checking and recording to ensure compliance of all works with the specifications
  • Ensure works are completed in accordance with specifications, bill of quantities and drawings
  • Provide day-to-day supervision and inspection of works on site; to include the maintenance of a site diary, covering all contractors’ activities and site conditions.
  • Conduct monthly site visit with the Ministry of Health and Wellness (MoHW) Project Representative and UNICEF staff representative.
  • Monitor the Contractor’s performance in respect to the works schedules.
  • Manage Contractor’s claims, variation orders, including making recommendations to the Employer on all claims, work or expenses or similar matters.
  • Ensure close project supervision, monitoring, testing and approval of completed works.
  • Assess and certify payment certificates and practical completion all the works
  • Ensure weekly site, monthly and Steering Committee meetings are conducted and documented accordingly
  • Ensure that all defects identified are repaired by the contractor and documented.

EDUCATION

  • A a B.Sc. in civil engineering, registered with relevant professional Board (Professional Engineers Registration Board

KNOWLEDGE, SKILLS AND EXPERIENCE

  • A minimum of 7 years of practical professional work experience 5 of which should have been as Project manager or Team leader on projects of similar nature, size and complexity with proven success.
  • The consultant must be accustomed to working with government agencies, international organizations and/or UN agencies on a cooperative basis with good track record in projects and contracts management
  • Ability to effectively manage significant projects, producing agreed deliverables within specified deadline.

RECOURSE:

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines and completion of all mandatory trainings. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.

UNICEF shall hold all property rights, such as copyright, patents and registered trademarks, on matter directly related to, or derived from, the work carried out through this contract with UNICEF.

TRAININGS:

Consultants and Individual contractors, even those working from home, must complete the following online courses prior to signature of contract. All certificates should be presented as part of the contract.

Consultants and Individual Contractors must complete the following course before commencement of any travel on behalf of UNICEF.

Any consultant or individual contractor who is issued a UNICEF email address must complete the following courses no later than 30 days after signature of contract.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Consultants and individual contractors are required to certify that they are covered by medical/health insurance.
