Contract
This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.
The United Nations Security Council in Resolution 2245 adopted on 09 November 2015 estab-lished the United Nations Support Office in Somalia (UNSOS). This replaced the United Na-tions Support Office for AMISOM (UNSOA), established in 2009. https://unsos.unmissions.org/unsos-mandate. United Nations Security Council Resolution 2245 decided that UNSOS will be responsible for support to AMISOM (ATMIS), UNSOM, the Somali National Army (SNA) and the Somali Police Force (SPF) on joint operations with AMISOM (ATMIS).
Under the direct supervision of Chief Engineering Section through Chief, Design, Real Estate and Cost recovery Unit, the UN Volunteer will undertake the following tasks:
- Day-to-day coordination with UNSOS Engineers and Project Managers for the submission of complete and duly approved packages of Task Order Proposals (TOPs) for the preparation of Task Order (TOs).
- Analysis and verification of submitted TOPs and supporting documents for compliance with the terms and conditions of relevant active engineering contracts i.e. Bills of Quantities, budgets, cost summaries etc.
- Detailed review of draft Task Orders (TOs) documents submitted by UN contracted vendors through relevant UNSOS Engineers and Project Managers (PMs) and verifying that all necessary supporting documents/information (e.g. Approved Engineering Works Request forms, contract information, proper/detailed description of works, location of the works, projected works schedule, bills of quantities (duly certified by third party consultants and devoid of arithmetic errors), key performance indicators (KPls), etc. are included in the draft Task Orders.
- Checks to confirm that the correct signatories included in the Task Order (TO) documents and subsequent finalising and submitting task orders (TOs) to Chief Engineer and Chief Service Delivery for signature prior to issuance to vendors for acceptance and commencement of the works.
- Apply knowledge of engineering standards related to cost reviews and contract management, to ensure compliance of all submitted TOs with the relevant Engineering standards, industry standards and warranties and that the proper locations, scope of works, pricing and invoicing amounts are captured in each TOs.
- Liaise with other staff members and mission specialists responsible for related specialized works to arrive at mutually satisfactory solutions exchanging and comparing data.
- Perform any other duties assigned by the chief engineer.

Experience at the international level, knowledge of UN rules, regulations and working practices pertaining to field missions is an advantage.
General: Mogadishu is the HQ of UN operations in Somalia area and is a non-family duty station. The UN Volunteer will be subject to the overall direction and guidance of the UN Des-ignated Official (DO) for security. The volunteer will be incorporated into all applicable securi-ty protocols and will be required to adhere to the guidelines, security plans and other direc-tives issued by the DO. While in Somalia, the volunteer will be housed in UN provided ac-commodation in the UN Compound at the Aden Abdulle International Airport (AAIA).
Accommodation: Due to the security situation in the UNSOS mission area and the fact that there is no private living accommodation, expatriate personnel deployed to Mogadishu are provided secure accommodation in a camp environment. Some accommodation (hard wall and prefabs) is paid for by UN personnel on a monthly basis, while bunkerized sea container accommodation is provided free of cost. UN-provided accommodation is equipped with basic furniture. Power and water are provided by the UN inside the camp to its occupants.
Food and Diet: There are UN Contractor-managed dining facilities within the UN Camp in Mogadishu where food can be purchased. Personnel may cook their own meals in common kitchens within the camp.
Health: Exposure exists to several tropical diseases. All medical formalities specified in the Offer or Travel Advisory should be completed before traveling. Yellow Fever vaccination is compulsory before coming to the mission area, while vaccinations for Hepatitis A & B, Ty-phoid, Tetanus/Diptheria, Polio and Meningitis are recommended. Vaccination Card (yellow card) must be brought. Malaria prophylaxis is highly recommended. Due to large number of various types of insects in the mission area, it is also recommended to use insecticide-impregnated nets and insect repellants. UN personnel have access during working hours to a Civilian Clinic inside the UNSOS Camp in Mogadishu.
Rest and Recuperation: International personnel, including UN Volunteers working in the UNSOS mission area are entitled to a Rest and Recuperation break after every four-week period in Somalia. Nairobi is the designated R&R location to which transportation is provided. R&R consists of five calendar days, with an additional two days of travel time. Accommodation, meals and other expenses while on R&R are borne by the individual. The timing of when R& R is taken must be balanced against operational requirements.
