ORGANIZATIONAL CONTEXT

The Engineer will work in the Engineering Unit of Syria Country Office, within the Support Services branch. He/she will report in relation to all aspects of design, construction and contract management for the projects in Homs and Hama. Supervision received: This position is based in Homs. The Engineering will report technically to the Head of Engineering Unit and administratively to the Head of the Field Office in Homs.

JOB PURPOSE

WFP operates to the highest levels of international construction standards while taking account of local constraints and methods of work. The Engineer shall be responsible for ensuring that the projects are progressed to an acceptable standard and to the highest quality in accordance with the contracts between WFP and the selected construction/consultancy companies. The Engineer will act as the Employer focal point for the construction management and oversight of all activities related to the works.WFP Syria Country Office (SYCO) is developing various projects involving construction and, more in general, engineering activities, from buildings refurbishment for office space to livelihood projects. With this aim, an Engineering team has been established to technically support various Units, providing engineering design and review; engineering project management; construction procurement processes; contract management for construction activities and technical support in general.

The implementation of the projects requires the presence of a local engineer - work supervisor to support, from the field, the Engineering Unit activities and to daily supervise the works. The works supervisor will be based in Homs, he/she will work with and report to WFP Engineering Unit of Syria Country Office (SYCO ENG), in coordination with the Head of the Field Office in Homs (HoFO) for dealing with local Authorities and for administrative issues

KEY ACCOUNTABILITIES (not all-inclusive)

Technical tasks

  • Supervision of the construction works, programming and co-ordination, acting as the project focal point between SYCO ENG and the Contractor;
  • Daily visit in site to control the works quality and the relative progress;
  • Preapare daily site diaries and weekly reports on the works progress as per WFP Construction Manual and Engineering procedures;
  • Prepare and/or review designs, drawings and construction contract documentation;
  • Prepare and review reports, minutes and correspondence in relation to the project as requested;
  • Attend and organise meetings;
  • Liaison with the steel structure supervisor;
  • Undertake administrative tasks, maintaining records including site correspondence, survey data, inspection records, test data, site diaries, records of meetings, financial records, progress records etc.
  • Provide guidance to contractors, consultants;
  • Liaison with Authorities to obtain necessary authorisation for the implementation of the projects and to ensure co-ordination of activities throughout the project duration;
  • Review and evaluation of planned and in progress construction projects;
  • Assist with interpretation of the contract documents. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents;
  • Completion of all necessary of quality of the works for the implementation of the works;
  • Asses/evaluate eventual additional engineering projects in Aleppo governarate.

KEY ACCOUNTABILITIES CONT'D

Monetary tasks

  • Assistance to SYCO ENG in contractual matters (performance bonds, insurances, claims, advance payment guarantees etc.);
  • Provide recommendations to SYCO ENG in relation to certifying payments on the project and for any additional financial obligations necessary to be entered into in order to complete the construction at project work site;
  • Preparation, in consultation with SYCO ENG, of variations to address issues encountered on site or arising from the needs of the WFP or others. Preparation of all designs, drawings, quantities etc to address the issues for the approval by the SYCO ENG and CO. Review of proposals on variation orders and implementation schedules prepared by the contractor. Preparation of variations to address programme constraints arising from escalations in the security situation.

STANDARD MINIMUM QUALIFICATIONS

Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience: Three years post graduate relevant professional experience in civil engineering or other relevant fields with Master’s Degree, or five years post graduate relevant professional experience with a first University Degree.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned. • Has attained advanced academic qualifications relevant to engineering. • Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.

KNOWLEDGE & SKILLS

  • Good communication and coordination skills.
    • Knowledge and/or experience in engineering design and works supervision.
    • Experience of working with multiple stakeholders including government and partners.
    • Good knowledge of public procurement procedures; international contract formats and construction management procedures.
    • Experience of working in Humanitarian setting, recommended.
    • Good knowledge of AutoCAD 2D and Office package.
