South Sudan presents one of the most logistically challenging operational contexts due to logistic gaps, demographic constraints, ongoing insecurity and poor infrastructure. Roads and basic infrastructure in South Sudan are inadequate for the delivery of cargo and are affected by seasonality. The rainy season which lasts from May to November, renders nearly 60 percent of the country inaccessible.
To support WFP operations in South Sudan, the Engineering Unit design and manage numerous projects involving rehabilitation and maintenance of feeder and trunk roads, construction/renovation/upgrades of WFP internal infrastructure such as logistics warehouses, office & accommodation facilities and related utilities including water supply and treatment, sanitation, drainage, civil works for installation of power supply, ICT, etc. equipment.
The projects on improvement of WFP internal infrastructure / facilities constitute essential part of the portfolio managed by the WFP South Sudan Engineering Unit. The CO Engineering closely work with the CO Procurement, Administration, Logistics, Programmes, UNHAS and Security providing engineering and project management support in design, procurement and implementation of projects requested by the CO client units and WFP suboffices.
The WFP South Sudan Engineering require services of an international Engineer to provide technical support in development and oversight of the projects for construction and upgrades of the WFP internal infrastructure & facilities. This position requires the engagement of a competent civil engineer. The main tasks required of the position will include engineering design and review; technical specification; engineering project management; construction procurement processes; contract management for construction activities, and Public Procurement Contracting in a UN environment.
The successful candidate shall be able to demonstrate a strong competence in provision of required technical support in drafting and review of designs, technical specifications, scope of works, bills of quantities, contracts and other technical documentation required for planning, design, procurement and contract administration to support development and implementation of the engineering projects on construction and upgrades of WFP internal infrastructure & facilities in South Sudan. The Engineer will be based in the WFP Country Office in Juba. When necessary she/he will be required to undertake field missions to conduct engineering assessments and oversee implementation of ongoing construction activities as required.
JOB PURPOSE
The Engineer will work within WFP South Sudan Engineering based at WFP Country Office in Juba and will provide support in relation to the technical, financial and administrative aspects of the projects or fields of work with which WFP South Sudan Engineering is involved, focusing on provision of technical support to development and implementation of the WFP internal infrastructure and facilities construction and upgrade projects.
KEY ACCOUNTABILITIES
Under the general supervision of the Senior Engineer and overall supervision of the Lead Engineer, and within delegated authority, the duties required of the Engineer shall include, but not be limited to, provision of technical support on the following:
1.DESIGN AND TECHNICAL SPECIFICATIONS
- Preparation of feasibility studies, cost estimations and design concepts. Undertake preliminary or detailed designs (including but not limited to drawings, schematics, masterplans, design calculations, design reports, and technical specifications) requiring a detailed knowledge of the discipline and of relevant International standards and codes of practice.
- Develop project budgets, preliminary and detailed costs estimations, time schedules and project proposal documents to implement civil works. Manage and report on project budgets and financial commitments.
- Review and when necessary develop and prepare technical specifications for individual engineering projects on the construction and upgrades of WFP infrastructure and facilities
- *Undertake and analyse technical surveys together with assessments related to project planning and preparation**.*

- Conduct reviews of architectural and structural parts of designs and review, interpret and critique/comment the relevant components as required
- Operate computer-aided engineering, surveying GIS and design software packages and equipment to perform engineering tasks
2. CONTRACTING, PROCUREMENT AND REPORTING
- Prepare, write and compile project documentation for engineering or construction procurement actions, including scope of works, contracts and tender documents, for technical review and approval; this includes the preparation of tender analysis reports, to contribute to and/ or manage tender evaluations, and support CO procurement processes
- Manage and maintain technical and administrative records and reports, when required. This includes but is not limited to the following tasks: tracking and recording activities and decisions, financial and administrative processes, as well as contractual matters and correspondences; provide technical advice and support to the design phase, and subsequent construction phases, when necessary.
- Assist with technical and financial evaluation of bids including participation in LPCC review meetings to provide expert advice om engineering matters

- Provide support to the national engineers and undertake field missions, as required.
- Support engineering works operations in the field. This will require travel to remote locations within the country requiring an active participation in developing logistics and infrastructure solutions to support WFPs operations in an emergency context.
- Assist in managing Quality Assurance and Quality Control procedures for design and construction projects.
- Provide assistance to review the reports prepared by national engineers on assessments of infrastructure construction & rehabilitation requirements and field mission reports and advise on any corrective actions as required.
- Manage and regularly update the online engineering management information system for the incoming work requests
- Assist with verification of interim payments, track projects progress and record the variations after seeking prior approvals.
- Liaise and coordinate with the requesting units in tracking and managing the construction works request and provide latest updates
- Any other tasks or responsibilities that may be assigned by the Lead Engineer from time to time
STANDARD MINIMUM QUALIFICATIONS
Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
