Org. Setting and Reporting This position is in Kinshasa with United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The Engineer reports to the Chief of Engineering Section.

Responsibilities Within Delegated Authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties: (These duties are not all inclusive nor are all duties carried out by all Engineers). That is:

1.Manages and oversees activities of the Engineering and Facilities Maintenance Section.

2.Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defenses, , and other related structures and activities in the field.

3.Plans and prepares technical specifications for procurement of services and goods.

4.Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for building site selection.

5.Prepares design layout for smaller or less complex portions of buildings and facilities including electrical connections.

6. Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications. Estimates costs of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement.

7.Conducts investigations to develop improved designs and construction techniques.

8. Produces cost data and estimated on engineering related requirements of current and planned field missions. Analyses project proposals to ensure technical feasibility and ensure that project objectives are attainable within prescribed resources.

9.Contribute to the development of annual engineering budgets and associated work schedules, based on engineering resource planning, taking into account all required engineering material needs and selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work-plans.

10. Liaises with other engineers, military engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data.

11. Provide expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the mission's engineering activities, taking into account quality management and risk management best practices.

12. Perform other related duties as assigned by the Chief of Section/Unit, Engineering.

The work requires frequent interaction with the following: Chief/Deputy Chief Engineer, Colleagues, Military staffs and staffs in other Mission Support Units e.g. procurement section, finance and budget, logistics, contract management, international and national contractors and local authorities etc.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; Adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently .

Education Advanced University Degree (master’s degree or equivalent) in engineering, architecture. electrical or another related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in Prince 2 Project Management is desirable.

Work Experience A Minimum of five years of progressively responsible experience in engineering or related area Relevant experience in electrical, architectural and planning, design and construction of engineering projects and experience in project implementation and contract management is required Relevant knowledge and experience in the implementation of SAP Enterprise Resource Planning (ERF) software is desirable Proficiency in using Microsoft Office applications, MS Project and Auto CAD is desirable Experience in procurement and contract management is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is an advantage.
