Org. Setting and Reporting This position is located in the Engineering and Facilities Management Section of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA) in Bangui. The Engineer P-4 reports directly to the Chief Engineer.

Responsibilities Within delegated authority, the Engineer P-4 will apply professional engineering knowledge and expertise in the performance of the following duties and responsibilities:

•Develop short and long-range plans for the design, procurement of goods/services, construction/commissioning, and operation/maintenance of MINUSCA facilities and infrastructure, taking into consideration that the mission is established in areas with a risk-environment of medium to high threat, and in areas with minimal power, communications, transport and service infrastructure. Mission facilities typically include modularized camps for troops and civilian staff, logistics bases and airbases with all required utility infrastructure for electrical, mechanical and plumbing systems and security works. Design, construction and maintenance of road infrastructure, for the movement of personnel and goods amongst the mission facilities, are also commonly performed.

•Contribute to the development of annual engineering budgets and associated work schedules, based on engineering resource planning, taking into account all required engineering material needs and selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work plans. Monitor actual costs and schedule performance against the approved budget and baseline schedules.

•Prepare reports and other associated engineering-related information, for progress reporting, and special reports for quality, cost or schedule variances etc.

•Provide expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the mission’s engineering activities, taking into account quality management and risk management best practices. Recommends solutions to unusual engineering problems.

•Draft responses to both internal and external audit observations on engineering tasks and activities in the mission.

•Keeps abreast, through relevant engineering literature, of significant trends and the development of improved methods and equipment.

•Leads efforts of team studying critical problems relating to design or construction of systems and facilities. Makes recommendations for resolution of problems in specialized areas.

•If applicable, fully support with limited staffing during the mission start-up and liquidation phases, the site selection/assessment process and asset disposal process, respectively.

•Supervises the Roads and Renewable Energy teams. Prepare technical documentation for technical local authority when required; seek the necessary approvals. Designing local road schemes and maintaining the road network, including structures such as bridges. Working with other professionals to build and maintain roads. Finding new solutions to transport problems. Planning for highway maintenance and improvement projects. The aviation engineers are responsible for design, development, testing, and maintenance airport facilities.

•Supervise the survey team, in charge of carrying out topographical surveys and preparing all associated plans and maps.

•Supervise the Real Estate team in charge of IPSAS, assets under construction, annual physical verification exercise of infrastructure assets and fixed buildings, impairment, updating of SOFA/SOMA and capturing costs of Troop and COE elements used in Self Constructed Assets.

•Performs other related duties as assigned by the Chief Engineer.

    Education Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Architecture, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification Certification in MRP (materials Requirements Planning) and/or ERP (Enterprise resource planning), e.g. SAP ECC (ERP Central Component), SRM (supplier relationship management) or similar in support of scheduling, procurement, and/or logistics process is desirable.

    Work Experience A minimum of seven years of progressively responsible experience in engineering projects management including at least two years at the international level is required.

    Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required.

    Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is desirable.

    Experience in reviewing and revising project documents, analyzing design specifications included in project proposals and preparing relevant reports, preparation of scope of works is desirable.

    Hands-on experience with administrative/financial policies and practices is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required. Working knowledge of French is desirable.
