STANDARD MINIMUM QUALIFICATIONS

Education:

• First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.

Experience:

• At least ffive (5) years of relevant experience in civil engineering, including the development of technical construction documents (design, drawing, budget and quantity schedules, technical specifications);
• Experience in the supervision, construction, development and coordination of roads and earthworks in public or private sector organizations.
• Experience with a combination of infrastructure/construction projects, inspections and contract management, as well as demonstrated knowledge of quality assurance and quality control procedures, measurement and costing is an asset.

Skills:

• Strong communications skills (both written and verbal) at a level appropriate for representation.
• Demonstrated knowledge in engineering specialty areas (e.g. seismic, environmental, blast, fire or safety engineering); would be an asset.
• Useful and current knowledge of construction law or arbitration and engineering contract management, including proficiency with FIDIC contracts, is desirable.
• Proficiency in AutoCAD, Word, Excel, Internet
• Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Languages:

• Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

WFP’s strategy in Benin for the period of 2019–2023 is aligned with the 2030 Agenda for Sustainable Development, the Government’s national development plan for 2018–2025 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Benin for 2019–2023. It’s based on the 2018 zero hunger strategic review recommendations, evaluations and lessons learned from previous programmes.

WFP use an integrated approach, institutional capacity strengthening and partnerships to support the Government in addressing food insecurity at the household, community and individual levels, focusing on four axes:

• school feeding under an integrated nutrition-sensitive, multisectoral approach (with linkages to social protection, education, health, agriculture, hygiene and sanitation);
• nutrition assistance, with an emphasis on the prevention of malnutrition, including micronutrient deficiencies among children and pregnant and lactating women and girls;
• institutional capacity strengthening, with home-grown school feeding as an entry point for promoting local food production, particularly in support of smallholder farmers, especially women;
• assistance to populations affected by crises in Benin during and after crises.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

Under the supervision of the Administrative Officer and technical guidance from WFP Engineering, the Civil Engineer will be responsible for providing expertise in engineering and construction services, including overseeing various facilities projects across the country based on specific timelines and action plans, managing relationships with various vendors, as well as contributing to the cost-effective and timely delivery of agreed-upon results for each project.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations. 2. Provide engineering and project management services, apply best practises, standards and innovative technologies that comply with WFP standards and processes. 3. Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility. 4. Prepare evidenced based recommendations for senior staff on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment. 5. Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders. 6. Provide technical guidance that support a successful construction procurement process. 7. Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions. 8. Support the capacity building of engineering staff to facilitate the continued development and high performance. 9. Establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations. 10. Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks. 11. Other as required.
