Org. Setting and Reporting These positions are located in the Engineering Section of the United Nations Mission in South Sudan (UNMISS), Juba and Kuajok. Juba and Kuajok are both classified in the "E" category and as a non-family duty station. The incumbent will report to the Chief Engineer or his/her designate.

Responsibilities Within delegated authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties and responsibilities:

  • Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, (roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defenses, mine detection and clearance, and other related structures and activities in the field.
  • Plans and designs specifications for projects.
  • Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for building site selection.
  • Prepares design layout for complex portions of buildings and facilities.
  • Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications.
  • Estimates costs of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement.
  • Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data.
  • Conducts investigations to develop improved designs and construction techniques.
  • Produces cost data and estimates on engineering-related requirements of current and planned projects.
  • Prepares scope of works, technical specifications, bills of quantities and coordinate the preparation of solicitation documents for various engineering projects.
  • Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources.
  • Conducts research on development of new technical systems and follow development to identify improved methods and equipment.
  • Applies advanced project management techniques to ensure construction management and cost, schedule, and quality control techniques.
  • The work requires continuous interaction with Unit Chiefs, Chief Engineer, Colleagues, Military staffs and staffs in other Mission Support Units e.g., procurement section, finance and budget, logistics, contract management, international and national contractors and local authorities etc.
  • Manage real estate property in accordance with established UN policies and procedures. Collect all relevant real estate data of newly constructed structures, categories as per the latest version of IPSAS catalogue, enrich into real estate portfolio management and Asset Register in ECC/Umoja.
  • Supervises commercial contractor(s) in implementation of facility maintenance works in wide range, inspects and verifies routine and scheduled maintenances in the camps.
  • Perform any other duties as required.

Education Advanced university degree (Master's degree or equivalent) in Civil Engineering, Architecture or related appropriate area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Certification in Project /Programme Management methodology by an accredited body (ie. PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level is desirable.

Certification as Chartered Civil Engineer/Architect is desirable.

Work Experience A minimum of five (5) years of progressively responsible experience in designing engineering projects with proven drafting skills for project documents in required.

Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required.

Certification in PRINCE2 Practitioner and knowledge of Project monitoring and evaluation using MS project is required.

Experience working in the United Nations field missions or other international organization in a conflict or post conflict setting is desirable.

Experience in Procurement and Contracts management is desirable.

Proficiency in using Auto CAD, Revit, Adobe Pro Microsoft Office applications, MS Project is desirable.

Experience with SAP ECC (ERP Central Component), and SRM (Supplier Relationship Management) in the areas of scheduling, procurement and logistics processes is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
