Engagement of a National Consultant for Results-Based Monitoring

Project Title

Using Strategic Monitoring & Evaluation (M&E) to Accelerate the Implementation of the Philippine Development Plan (PDP) 2017-2022 (Strategic M&E Project; 00103908 / 00105719)

Background and Rationale

In 2015, NEDA and the Department of Budget and Management (DBM) issued the National Evaluation Policy Framework (NEPF) “to provide a framework for the purposive conduct of evaluations in the public sector in support of good governance, transparency, accountability, and evidence-based decision making (NEDA and DBM, 2015).” To support the implementation of the NEPF, the NEDA was provided with an annual M&E Fund to conduct evaluation studies on national and regional programs and implement capacity building activities. The government, through DBM, also promoted public expenditure policies that require government agencies to develop M&E plans with new programs they propose. Various capacity building activities were also undertaken by NEDA, DBM, and line agencies, whether with the support of various development partners or using their own resources.

The National Economic and Development Authority (NEDA) and the United Nations Development Programme (UNDP) Philippine country office partnered in 2017 to strengthen the conduct of evaluations. The Strategic Monitoring and Evaluation (M&E) Project, which is financed by NEDA and implemented with full UNDP country office support, aims to build the capacity of NEDA and select government agencies to conduct evaluations of priority programs, in turn supporting the achievement of the Philippine Development Program (PDP) and the Sustainable Development Goals (SDGs) through evidence-based decision making.

The Project has the following components: Commissioning of Evaluation Studies, Evaluation Capacity Assessment and Learning Capacity Building, Advisory Services, and Strengthening Monitoring of the Philippine Development Plan. The Project is in need of a National Consultant who will provide support in the implementation and monitoring of the Project’s Theory of Change and propose and carry out additional monitoring and evaluation activities to capture emerging results and outcomes.

Duties and Responsibilities

Objectives of the Engagement

The objectives of the engagement are:

  1. To provide support to the updating and monitoring of the Project’s Theory of Change and its Results Framework, as well facilitating communication to the Project Board for their approval
  2. To propose and carry out additional monitoring and evaluation activities to capture emerging results and immediate outcomes of the Project

Scope of Services and Methodology

Under the overall guidance of the Outcome Lead for Institutions and SDG Partnerships and Monitoring and Evaluation Analyst of UNDP, and reporting regularly to the Strategic M&E Project Coordinator, the Consultant shall undertake the following:

  1. To design additional monitoring and evaluation activities to systematically capture emerging results and immediate outcomes, which may include, but are not limited to conduct of rapid surveys and interviews among different stakeholders for the different outputs, and systematically reviewing internal Project documents, as well as submissions from different stakeholders such as Management Response forms;
  2. To lead the implementation and carry out proposed additional monitoring and evaluation activities;
  3. To support the communication of the results of internal assessments and other M&E activities conducted to relevant stakeholders to ensure utilization;
  4. To conduct desk review and facilitate workshops/sessions that will lead to the updating and finalization of the Project’s Theory of Change, Results Framework, and Project Monitoring Plan, and providing recommendations towards ensuring alignment of activities to Project’s target outcomes and results and to the higher-level Evaluation Roadmap; and
  5. To support the presentation of the updated documents (TOC, RF, and PMP) to the Project Board

  1. Institutional Arrangement
    1. The Consultant shall be directly supervised by the Project Coordinator of the NEDA-UNDP Strategic M&E Project, with whom all outputs shall be submitted and through whom all communications shall be coursed or copied;
    2. The Consultant shall report progress, provide updates, or raise issues to the Project Coordinator on a regular basis. The Consultant is expected to be accessible to the UNDP Project Coordinator via phone, mobile, or internet, and may be asked to report physically to UNDP on an agreed schedule and when required.
    3. The Consultant may also be required to coordinate with the Institutions and Partnerships Programme Team Lead, and other officials and staff of UNDP, the Director and staff of the MES, and other officials and staff of NEDA and other Government Agencies identified as stakeholders for the different outputs
    4. In performing his/her functions, the consultant is expected to coordinate, consult, and/or collaborate with members of the Project Management Team, and other external stakeholders
    5. The Consultant is expected to have his/her own workspace, computer, and other facilities.

Expected Duration of Contract

  1. The consultant will be engaged for 120 working days spread over six (6) months.
  2. The target start of work date is September 1, 2021 and the maximum end date is February 28, 2022.
  3. Submitted reports and outputs are generally reviewed and accepted by UNDP, in consultation with relevant NEDA and UNDP officials, within two weeks after submission.

Duty Station

  1. The duty station is in Manila. The Consultant is not expected to report on a daily basis to the UNDP Office.
  2. In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the individual consultant shall be done within the guidelines and protocols set by the local and national government.
  3. During the quarantine period, the Consultant shall NOT engage in any meetings or activities OUTSIDE THEIR HOMES. Coordination/meetings shall be done through phone or online communication until such time that the quarantine is lifted, during which this will be STRICTLY a HOME-BASED assignment.
  4. The engagement does not require any fieldwork, and NO TRAVEL IS REQUIRED from the Consultant to complete their abovementioned tasks;
  5. The Consultant is expected to have his/her own workspace, computers/laptops, software, and other facilities and equipment.
  6. The Consultant is expected to be accessible to the UNDP Project Coordinator via phone, mobile, or internet.

Required Skills and Experience

  1. Professional Qualifications of the Successful Individual Contractor

The successful Individual Contractor should meet the following minimum qualification

  • At least a master’s degree in economics, development management, public administration, political science, social science or other related fields. Having specialized trainings on RBME is an advantage

  • At least ten (10) years of experience on Monitoring and Evaluation of development programs or projects with government or international development organizations.

  • At least two (2) consultancy projects on Results-Based Monitoring, including development of Theory of Change and indicators, data collection, and reporting on development interventions, within the last two years
  • At least five (5) in-house/third party evaluation studies designed and implemented, individually or with a team
  1. Scope of Price Proposal and Schedule of Payments
  • Payment to the Consultant shall be fixed and output-based regardless of extension of the specific duration herein. Cost components of the Proposer’s computation of the contract price shall include professional fees, allowances, production costs, income tax, communications expenses, etc. The price is fixed regardless of changes in the cost components. Please follow UNDP template with breakdown of costs.

Recommended Presentation of Offer

Interested bidders must submit the following:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  3. Portfolio of at least five (5) evaluation studies and two (2) relevant projects on RBME. A list with hyperlinks to publicly accessible websites or shared cloud storage for sample outputs is required
  4. Brief description or essay on why the individual considers him/herself as the most suitable for the assignment given his/her specialized background. S/he must discuss his/her experience and lessons learned in developing and monitoring a Theory of Change and its indicators for a Program/Project.
  5. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during the contract duration.

Criteria for Selection of the Best Offer

The Offers received will be evaluated using a combined scoring method - where qualifications and technical proposal will be weighted a maximum of 70% and combined with the price offer which will be weighted a maximum of 30%. The breakdown of percentage for the entire technical evaluation is as follows:
