GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: „ IPA 2019 Action “EU4Energy” Component 1 - Technical Assistance in the energy sector of Bosnia and Herzegovina.

The overall objective of the project, of which this contract will be a part, is to ensure access to reliable, affordable, sustainable and modern energy for all citizens in Bosnia and Herzegovina.

The purpose of this contract is to contribute to the fulfillment of the obligation of Bosnia and Herzegovina under the Energy Community Treaty, Paris Agreement and other international obligations.

Your tasks

The Team Leader will be responsible for the planning, coordination and directing the activities of the project team to meet the intended objectives based on the ToR and ensure timely delivery of the project deliverables.

The Team Leader will be the point of contact between the project team and the stakeholders and, as such, will be available to attend meetings reasonably requested by the stakeholders.

The Team Leader will also be the liaison between the work of this Project and that of other related projects current in BiH, whether implemented by the EU or by other international/local institutions.

The Team Leader will be responsible for the execution, delivery and completion of all project activities described in this Terms of Reference, not specifically covered by the Contractor’s work scope of the key and non-key experts, as set out in her/his Methodology.

Your profile

Qualifications and skills

  • Master Degree in engineering disciplines.

General professional experience

  • Preferably 15 (fifteen) years but minimum 10 (ten) years of general professional experience in the energy field.

Specific professional experience.

  • Experience as Team Leader or in staff management position on minimum 2 (two) projects related to EU acquis implementation at national level;
  • Experience in the Western Balkans on projects related to the following fields will be considered as an asset: energy sector transition, establishment of electricity and natural gas market, implementation of EE projects, development of market based RES supporting mechanism and energy transition.

Location information

Primary location of the project is Sarajevo, however some experts are expected to work in Banja Luka, Mostar and Brčko. Study visits/trainings abroad may be foreseen. The experts will be expected to spend 90% of the allocated time in the country of operation. Any work that will be required outside the country of operation will require approval, on a case by case basis, by the Programme Manager

Start date & period of implementation

The intended start date is September 2022 and the period of implementation of the contract will be 36 months from this date (for a minimum of 220 days).
