Organizational Setting

The Division of Energy Planning and Nuclear Information and Knowledge comprises the Planning and Economic Studies Section, Nuclear Knowledge Management Section and the Nuclear Information Section. The Division is responsible for strengthening capacities in energy and nuclear power planning, building capacities to manage nuclear knowledge and provide knowledge management services to interested member states, and to procure and provide printed and electronic information in the area of nuclear science and technology.

The Planning and Economic Studies Section has two objectives. One objective is to enhance the capacity of Member States to perform their own analyses related to electricity and energy system development, energy investment planning and energy–environment policy formulation and to understand the associated economic implications. The other objective is to improve understanding of the potential role of nuclear energy in the context of mitigating climate change and contributing to sustainable energy development.

Main Purpose

To assist Member States in elaborating their sustainable energy strategies; to build capacity in Member States in the area of energy-environment planning; (i) to ensure that the IAEA’s energy system analytical tools are well maintained and regularly enhanced/updated; (ii) to conduct comparative assessment studies on the potential role of different technology options including nuclear power, for sustainable energy development; and (iii) to develop pre-feasibility and feasibility studies for introduction of nuclear power.

Role

The Energy Planner/Economist fulfils four principal roles: (1) an analyst, developing, and providing to Member States, analytical tools and information on energy systems issues including nuclear power; (2) an educator, capacity building in Member States in the area of energy system modelling, analysis and planning; (3) a facilitator, working with Member States towards meeting their national energy development objectives, and; (4) a team member, working collaboratively within the Section on developing/enhancing energy modelling tools as well as on analyses and studies.

Functions / Key Results Expected

• Develop and enhance the IAEA's energy models for analysis of sustainable energy development; maintain and upgrade the associated computer codes and user interfaces; integrate and maintain energy, water and land-use models; update user manuals, guidebooks and related training materials with particular emphasis on eLearning material. • Develop and enhance e-learning platforms, self-learning packages and remote help/maintenance support systems. • Maintain energy and economic data bases. • Maintain operational linkages to the statistical office of other international organizations and contribute to the advancement of automated data preparation. • Prepare or contribute to annual updates of nuclear power projections. • Provide technical support to Member States for capacity building for sustainable energy development and for conducting national energy assessments using the IAEA's energy models (including training of trainers). • Act as Scientific Secretary for technical meetings, training courses and workshops organized by the IAEA and its collaborating organizations. • Prepare reports, papers and presentation materials on energy, electricity and nuclear power development and on the role of nuclear power for sustainable energy development. • Support the Unit Head and the Section Head in preparing periodic reviews of programme implementation, maintaining and updating performance indicators, and planning future programmes.

Qualifications, Experience and Language skills

Advanced university degree in energy economics, energy and environmental policy analysis, industrial economics, operations research, or a related field of study of direct relevance to nuclear energy analysis and economics.

A first level university degree in the above mentioned educational areas plus 3 additional years of relevant work experience, may be accepted in lieu of the advanced degree.

At least 7 years of working experience in analysis and modelling of energy and electricity markets, complex energy infrastructure development, energy and sustainability indicators Solid experience in energy system analysis and technology dynamics. Extensive experience in the application of advanced statistical methods and mathematical analysis. Extensive experience in contributing to, or participating in, international projects.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 36266*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
