Job description

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. Owned by the Federal Republic of Germany, the organisation operates as a private-sector enterprise with a development policy mandate: to make sustainable improvements to the living conditions of people in the countries where we operate. The organisation’s business area - GIZ International Services - is the vehicle for offering GIZ’s services to international clients.

GIZ International Services is currently preparing to bid on the EU funded project tender: EU-ASEAN Green Initiative.

The project’s objective is to enhance the EU-ASEAN partnership and reduce negative environmental impacts and climate-related and disaster risks covering critical areas of the European Green Deal. The envisaged components for this action are as follows:

Horizontal Climate Change Component Biodiversity, Sustainable Landscapes, Forestry and Oceans Sustainable Food System: From Farm to Fork Clean, Affordable, Reliable, Sustainable and Modern Energy

Your tasks

The Energy Expert will be responsible for managing the Clean, Affordable, Reliable, Sustainable and Modern Energy Component of the EU-ASEAN Green Initiative, contributing to monitoring, evaluation and learning and reporting frameworks and the supervision of short-term expertise.

Your profile

Qualifications and skills:

  • A Master’s Degree or equivalent in electrical engineering, sustainable energy production, public policy, international relations, social sciences, or a discipline related to the issues covered in the programme or equivalent professional experience in any discipline relevant to the project of a minimum of 15 years.
  • Thorough knowledge of regional integration, particularly ASEAN and EU integration policies, including Team Europe Initiative.
  • Proven organisational, communication, mobilisation and change management skills.
  • An excellent verbal and written command of English is required. Knowledge of an ASEAN language would be an added advantage.

General professional experience:

  • Minimum ten years of professional experience related to a programme in an intergovernmental institution, international organisation, or international consulting firm.
  • Extensive professional experience in Asia (preferably South East Asia) would be vital.

Specific professional experience:

  • Minimum 7 years of experience working in cooperation programmes in developing countries, preferably in sustainable or renewable energy production/transition, policy development and implementation.
  • Experience supporting national and regional organisation to develop strategic plans and roadmaps that support regional energy integration and planning, coal and subsidy phase out and methane strategies; and more broadly to develop their institutional capacities
  • Proven ability to conceptualise, implement, review and mainstream studies exploring key energy issues, such as supply and demand modelling, energy projections, energy efficiency, onshore and offshore renewable energy, and smart grids; and broadly to support energy efficiency and renewable energy projects in areas such as financing, re-risking and certification.
  • Experience facilitating dialogue and exchange on regulatory issues like interconnected power grids, market policy, infrastructure, and other relevant topics. Including enhancing private sector cooperation on energy transition. Applying knowledge of existing fora and platforms for exchange and coordination.
  • Ability to develop and expand public engagement with, and awareness of, energy-related issues.
  • Proven ability to develop solid partnerships with high-level officials to achieve project results.
