Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Within UNEP, the Law Division works with international and non- governmental organizations, national and local governments, as well as business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. The Executive Committee of the Montreal Protocol’s Multilateral Fund approved the global technical assistance project for the “Twinning of Ozone Officers And National Energy Efficiency Policymakers to Support Kigali Amendment Objectives” (phase I: 2023–2024). Based on previous experiences in developing and coordinating similar activities across the Regional Networks, it is essential to have dedicated support from an expert consultant to assist UNEP in designing and operationalizing the Twinning workshop which will be organized in Kingston, Jamaica for Montreal Protocol Officers, Energy-Efficiency Policy Makers and Financial Mechanism Focal Points (optionally) from the Caribbean Network. To fulfill this requirement, UNEP shall engage a qualified consultant with a proven track record of expertise and experience to provide support and guidance to the regional team of the Caribbean during the preparation and implementation of the four project components of the Twinning Workshop/ project. The consultant shall carry out and successfully complete the following tasks: Twinning Project Component- 1: Outputs and Final Results: A comprehensive project implementation plan developed, including a schedule and budget for each regional network Twinning workshop, and a project outreach factsheet prepared. A needs assessment survey/questionnaire developed and sent to NOOs and NEEPs/FMFPs in advance of the workshops, and critical topics/information and knowledge gaps related to energy efficiency and low-GWP refrigerants identified. A final needs assessment analysis report and presentations prepared for the regional network, based on the data/information gathered from the needs survey. Technical experts from partner organizations identified and engaged as speakers/trainers for regional network Twinning workshop. Existing tools, information, and capacity-building materials related to energy efficiency and low- GWP refrigerants identified and made available to the CAP teams and for sharing with the Twinning workshop participants. Draft general agenda and structure of the Twinning workshop formulated, in consultation and coordination with the Regional CAP team, and based on the needs identified in the needs assessment analysis reports and feedback survey report from the previous similar twinning workshop reports. Twinning Project Component- 2: Outputs and Final Results: A comprehensive pre-workshop work plan and tasks checklist prepared and implemented to ensure the timely completion of tasks in consultation and coordination with the Regional CAP team. Technical content, handouts, information, and capacity-building materials, presentations, countries' presentation template, and other related materials prepared and distributed to workshop participants. A workshop structure proposed that includes a combination of plenary and smaller break-out groups and an interactive meeting format using various styles, ensuring maximum participation of NOOsand NEEPs/FMFPs. A detailed during-workshop work plan/tasks checklist prepared and implemented to ensure the smooth and successful conduct of the Twinning workshop. Discussions facilitated/moderated, and presentations conducted during the sessions of the two-day Twinning workshop, ensuring the successful attainment of the workshop objectives. An online workshop feedback survey developed and distributed at the end of the Twinning workshop to gather information about the effectiveness of the workshop, ensuring that it meets its goals and identifies areas for improvement . A detailed post-workshop work plan/tasks checklist prepared and implemented to ensure the timely completion of tasks in consultation and coordination with the Regional CAP team. A final workshop report prepared to document and summarize the key takeaways, outcomes, and recommendations from the joint Twinning Workshops. The report provides a detailed overview of the topics covered, the list of participants, workshop feedback survey results, and the key points discussed during the workshop, as well as any action items or next steps identified as a result of the workshop. Twinning Project Component- 3 & 4: Outputs and Final Results: Enhanced tools, capacity building, and information materials related to energy efficiency and low- GWP refrigerants identified/ developed through the engagement of technical experts from partner organizations, which can be disseminated and/or deployed during the implementation of UNEP's Multilateral Fund Projects. These materials are based on the needs identified in the needs assessment analysis report and the outcomes/recommendations in the final workshop report. Overall project progress and completion reports prepared, providing an update on the progress made towards the project's goals/objectives and achieved results, as well as lessons learned and recommendations/follow-up actions for future projects. This should provide a comprehensive overview of the project's impact and serves as a valuable resource for future project planning and implementation, resulting in improved project performance and outcomes in future initiatives. Qualifications/special skills

Minimum requirement of a bachelor’s degree in science, environment, engineering, business, public policy, or other relevant areas. Other academic qualifications, in combination with the qualifying five years of working experience in a related field may be accepted in lieu of the bachelor's degree A minimum of five years of progressively responsible experience in the fields of environment, engineering, technology, chemistry, or a related field is required. This experience should demonstrate a strong understanding of relevant areas and expertise on the subject matter. Experience working in or with developing countries, showcasing a deep understanding of the specific challenges and contexts associated with these regions is desirable

Languages

English and Spanish are among the working languages of the United Nations Secretariat. For the services required, fluency in English is required. Knowledge of another UN language is desirable.

Additional Information

The consultant will work under the direct and overall guidance and supervision of the OzonAction Montreal Protocol Regional Coordinator - Caribbean and under the overall guidance of the Head of OzonAction, Law Division.
