• Working knowledge of French or another UN language is beneficial.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As the United Nations frontline agency in the fight against hunger, WFP is continually responding to emergencies. WFP save lives by getting food to the hungry, quickly. But WFP also works to help prevent hunger in the future. This is achieved through programmes that use food as a means to build assets, spread knowledge and nurture stronger, resilient communities that are more food secure. WFP has developed expertise in a range of areas including Emergency Planning and Response, Food Security Analysis, Nutrition, Food Procurement and Logistics to ensure the best solutions for the world's hungry.

This position will be based in Rome Headquarters with travel to the field.

This role requires an experienced Project Manager, with the technical, financial, and strategic management skills necessary to successfully coordinate this programme. The role will consist of the overall coordination of the Energy Efficiency Programme, team management, and overseeing in-depth technical inputs to standardized documentation, market research, preparation of tender packages for the supply of goods and services necessary for the implementation of these projects as well as quality assurance during implementation and through periodic follow-up.

The Energy Efficiency Programme

WFP operates approximately 1,500 premises in more than 100 countries worldwide. Due to the nature of WFPs work, many of these premises do not have access to stable electrical grid connections and rely on diesel generators for some, or all, of their power. In addition, many of these premises were constructed without any consideration for energy efficiency. The Energy Efficiency Programme seeks to address the significant economic and environmental effects of our power consumption by analyzing power usage, identifying where improvements can be made, and providing competitively awarded co-funding and technical advice to assist country offices to implement those solutions, reduce costs, and reduce greenhouse gas emissions.

WFP is also involved in the development of newly constructed premises for themselves and also with other UN agencies as part of Global Reform. It is the intention that any new construction been designed to be as “green” as practicable. As such the role also requires review, support and development of good practice to help reduce energy consumption.

Other aspects of the role include the development of other good practices such as waste to energy, Biogas, Water recycling, Heating/Cooling systems optimization, behavioral guidance, etc.

A significant part of the role will be liaising, knowledge sharing, and coordinating with other stakeholder units in WFP (supply chain, IT, etc.) as well as counterparts in other UN agencies, INGOs, other interested organizations and government bodies/donors.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the general supervision of a designate of the Director of WFP’s Management Services Division (MSD), or delegated person, duties required of the Energy Efficiency Project Consultant shall include but are not limited to the following:

Responsibilities under EEP

The Energy Efficiency Project Consultant will have overall responsibility for the implementation and further expansion of the Energy Efficiency Programme. Specific responsibilities will include:

• Lead, expand and develop the Energy Efficiency Team and drive forward WFP’s global agenda of improved Energy Efficiency.
• Overseeing the execution of energy efficiency surveys in WFP premises globally.
• Reviewing survey results and overseeing energy efficiency reports on these premises, for the attention of the relevant stakeholders.
• Review and further develop EEP calculation methodology to determine proposed energy efficiency project eligibility, according to pre-defined criteria.
• Identifying inefficiencies and designing ‘energy upgrade’ solutions to reduce energy consumption and achieve cost excellence.
• Designing renewable energy solutions (on-grid, off-grid or microgrid), and reviewing designs proposed by third party contractors.
• Preparing cost estimates for various solutions and conducting cost-benefit analysis and developing the business case for the solutions which provide the best financial return on investment and positive environmental impact.
• Assisting Country Offices to secure the capital necessary to implement these projects.
• Identifying the procurement strategy and providing technical input to the procurement of the goods and services required for the selected energy upgrades.
• Implementing energy upgrades.
• Managing the grants and the associated accounts.
• Financial and operational reporting to EEP Board regularly.
• Developing guidance and directives for upgrading existing WFP premises to be as energy-efficient as practicable.
• Coordinating monitoring and follow-up of premises to determine whether intended gains have been realized and whether infrastructure and systems are being adequately maintained.
• Connect with the WFP Innovation unit to developed bespoke solutions for the context of WFP and other agency/organizations operations.
• Represent WFP at Conferences, Expos, Forums etc. where relevant.

Project Management

In addition to the specific duties listed within each section above, the Energy Efficiency Program Consultant will be responsible for the following duties in any or all of these programmes, as necessary:

• Provide support in the recruitment and management of project team members as required
• Supervision of firms involved in the implementation of projects.
• Supervision and technical guidance to the EEP team.
• Establishment and maintenance of project performance monitoring, evaluation and reporting.
• Establishment of a comprehensive system for maintaining records including correspondence, survey data, inspection records, test data, site diaries, records of meetings, financial records, progress records etc.
• Preparation and issuance of progress reports to senior management, government donors and country office client units, as applicable.
• Issuance of project completion reports on construction completion.
• Monitor closely the progress of all projects regularly to ensure they are proceeding in accordance with the approved work program. Liaise with clients, suppliers and contractors in the event of programme “slippage” to arrest the situation.
• Preparation and management of cash flow programmes.
• Coordination with other relevant stakeholders, and in particular with other UN agencies, where relevant for the projects.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

• University Degree in Mechanical or Electrical Engineering (required).

  • Postgrad certification in project management and/or environmental sustainability(desirable).

  Experience:

• At least 5 years of relevant post-graduate engineering experience at increasing levels of responsibility.

  • Proven experience optimizing energy consumption in commercial/office buildings, including designing and overseeing the installation of renewable energy systems, including solar photovoltaic, both off-grid and on-grid (required).
  • Relevant international experience, preferably gained through working within the humanitarian community, (including remote field locations strong asset).

  Knowledge & Skills:

• Hold Professional, Chartered or equivalent professional engineering accreditation from an internationally recognized professional supervisory body, a strong asset

  • Qualification/experience in project and financial management, strong asset
  • Energy Manager certification/professional recognition is highly desirable.
  • Proven experience in implementing and designing renewable energy technology (solar, wind)
  • Renewable energy modelling software
  • Computer literate.
  • Microsoft Project (Desirable).
  • Microsoft office including (MS Word and Excel).
  • AutoCAD (Desirable).

  Languages:

• Fluency in English (written, spoken, and oral comprehension)

  • Working knowledge of French or another UN language beneficial
