Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside over 20 other UN agencies in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

Ending Violence Against Women and Girls

To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAW programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to ensure survivors have access to quality response services. The approach to preventing and responding to VAWG also considers the context of the Pacific, which requires an integrated approach to addressing VAWG across the humanitarian – development nexus.

The Fiji MCO EVAWG programme is one of the largest UN Women EVAWG programmes globally. The most substantial programme under UN Women’s EVAW programme is the Pacific Partnership to End Violence Against Women and Girls which is an ambitious, five-year joint programme, with UN Women, the Pacific Community, SPC and the Pacific Islands Forum Secretariat, which brings together governments, civil society organizations, communities and other partners to change the social norms that allow violence against women and girls to continue; to ensure survivors have access to quality response services; and to support national and regional institutions to meet their commitments to gender equality and prevention of violence against women and girls. The Pacific Partnership has completed its first phase of

implementation (2018 – 2023) and is expanding into Phase 2 (2023 – 2027). The Pacific Partnership is funded primarily by the European Union (EU) with targeted support from the Australian and New Zealand Governments and UN Women.

Under the supervision of the EVAWG Technical Specialist, the EVAWG Regional Coordinator is responsible for managing the regional coherence and quality of the EVAWG portfolio, including providing technical support to the implementation of the EVAWG programme, managing the monitoring and reporting for the Pacific Partnership programme, implementing dedicated work plans and budgets, building partnerships and facilitating robust technical capacity-strengthening and training.

Duties and Responsibilities

Coordinate key regional components of the EVAWG Portfolio in coordination with the Technical Specialist and country-based EVAWG coordinators:

  • In coordination with the EVAWG Specialist and Technical Advisor, coordinate technical quality and implementation of regional GBV efforts before, during and after emergencies and across the humanitarian-development-peace nexus.
  • Support quality, coordinated emergency response and preparedness efforts across the region working closely with national women’s machineries, service providers and other EVAWG actors at national level.
  • Backstop country-based EVAWG coordinators and national counterparts, upon request, during emergency response, including information management, advocacy, situation report writing, coordination support and assessments/after action reviews.
  • Coordinate the development and strengthening of national systems and partner work plans to include and embed approaches for operating in a cyclical slow and fast onset emergency context across key priority countries.
  • Facilitate high-quality, strategic and timely implementation of regional initiatives in essential services, namely coherence and quality of GBV Counselling, regional essential service delivery priorities and GBV Administrative Data.
  • Represent the EVAWG programme in regional working groups and coordination forums as appropriate and as requested by the Programme Manager.
  • Prepare and present detailed work-plans, periodic narrative progress reports and expenditures status reports to the EVAWG programme team;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;

Lead the EVAWG Portfolio’s regional and national capacity building and training strategies in coordination with the Technical Specialist and country-based EVAWG Coordinators:

  • Oversee and implement regional and national training and capacity development strategies across prevention and response to VAWG, with a focus on building a sustainable approach to capacity building in the region.
  • Oversee and implement the implementation of multi-sectoral service delivery trainings with all relevant service providers and stakeholders across key priority countries and across the humanitarian-development-peace nexus (GBViE), including service provider competency frameworks and assessments.
  • Oversee and implement regional coherence and quality roll out of GBV counselling and GBV Administrative Data across key priority countries.
  • Develop national and regional training plans and approaches in partnership with national counterparts.
  • Develop, document and facilitate trainings and manage training requests in coordination with EVAWG team members in countries.
  • Lead the development and implementation of strategies for developing and strengthening a cadre of regional VAWG prevention and response trainers, in conjunction with regional training organization partners.

Manage effective knowledge management, including dissemination strategies, of the tools and knowledge products developed:

  • Develop and oversee the finalization and dissemination of training resource packages and materials developed for regional and national trainings.
  • Provide technical support to national counterparts to develop strategies for roll out, uptake and institutionalization of identified EVAWG priority areas.
  • Facilitate regular, timely knowledge sharing and learning sessions with UN Women EVAWG partners to document and continue to record innovation on what works to prevent VAWG in a Pacific context.
  • Identify opportunities for showcasing lessons learned and best practices on what works to prevent VAGW in the Pacific including abstract development for conferences, preparing presentations for national and regional forums and opportunities to disseminate in traditional and non-traditional gender spaces.
  • Lead the collation of a training and capacity-strengthening database, inclusive of pre and post test data and tool development to document the building of skills across countries and partners.
  • Provide inputs into UN Women Fiji MCO and EVAWG corporate and donor narrative reports with specific progress narrative (quantitative and qualitative) on skills built from capacity strengthening efforts.

Manage financial resources and partnerships:

  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting for activities relevant to the scope of work;
  • Facilitate logistics and administrative coordination for trainings and related activities as outlined in the work plan;
  • Co-design partnerships and collaboration frameworks with relevant regional partners to implement joint efforts;
  • Monitor and manage financial resources and progress reporting for partnerships.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, counselling or a related field is required.
  • A first-level University Degree (Bachelors’ Degree) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of five (5) years (with Master’s Degree) or seven (7) years (with Bachelor’s degree) of progressively responsible experience at the national or international level in managing complex, multi-pronged EVAWG interventions with national partners;
  • At least three (3) years working in the field of ending violence against women and girls is required;
  • Demonstrated experience in implementing national and regional capacity development and technical advisory support to a variety of partners, including government and civil society.
  • Demonstrated experience in responding to disasters or other emergencies in the area of EVAWG and/or gender.
  • Demonstrated experience implementing national and/or regional EVAWG initiatives on prevention and/or response, such as national systems strengthening, primary prevention interventions or law/policy implementation.
  • Experience working in the UN is an asset;
  • Experience in leading teams effectively is an asset.

Language Requirements:

  • Fluency in English is required
  • Fluency in at least one Pacific language is an asset
