You have:
- Master's Degree in sociology, social work, anthropology, women's studies, or related disciplines
- Minimum of ten (10) years of progressive experience in skill development and job replacement programs for youths.
- Experience in innovative business models centered around the creation and exchange of intellectual assets within the context of the Fourth Industrial Revolution (4IR).
- Proficiency in crafting a deployable human resource pool for designated trades by enhancing job-readiness factors.
- Facilitate youth participation in pertinent industries with a focus on female and disadvantaged group engagement.
- Experience in local level language proficiency to ensure communication with beneficiaries.
- Ability to manage financial and administrative systems, and excellent project management skills.
- Understanding of rural markets, trading relationships, and rural service provision.
- Prior experience in donor-funded employment and enterprise development projects.
- Ability to coordinate and collaborate effectively with various stakeholders.
- High quality written and spoken skills in Bangla and English with ability to produce reports
- Proficient user of computer software (MS Office, Google apps etc.).

Description
iDE is an international NGO with over 40 years of experience in designing and delivering market-based anti-poverty programs in 11 countries. We are a world leader in making markets work for the poor as well as the longest-established market development specialist NGO in Bangladesh. iDE believes that markets can be a powerful force for improving smallholder prosperity by creating income and livelihood opportunities for poor rural households. iDE Bangladesh currently has eight projects in Agricultural Markets, Water Sanitation and Hygiene (WASH), and Access to Finance with a focus on women’s economic empowerment and climate-smart technologies.
iDE, in consortium with Plan international, is seeking to fill the position of Employment Services Expert for the anticipated project EARN (Economic Acceleration and Resilience for NEET youth) funded by the World Bank. “The Selected candidates will receive a primary offer, with the final offer contingent upon the project being awarded”.
The EARN Project in Bangladesh aims at economic engagement of the NEET youth, especially women, in rural and semi-urban areas of the country. The project offers education and skills development with a focus on women-centric facilities, employment and enterprise development support, enhanced employability through creating employer linkages and upskilling of Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED) skill, incubation support for employment and entrepreneurship.
The Employment services expert will play a critical role in identifying NEET youth in particular women in the targeted locations and supporting them in pursuing employment and enterprise development opportunities. The incumbent of this role will leverage their strong knowledge of the existing status and challenges of NEET youth through their experience and leveraging synergies among consortium partners within the Project. They will support the technical design of different capacity development initiatives which will be focused on enhancing the current potential of NEET youth which comprise of technical and soft skills, financial discipline, market linkages, and work placement knowledge along with other strategic priorities that will be identified through rigorous market deep dives and assessments. In addition to this, the incumbent of this role will lead the training, enterprise development, partnerships, and work placement engagements.

The responsibilities of the Employment Services Expert (Wage and Self) will include but are not limited to the descriptions below-
General responsibilities
● Lead market assessments and deep dives to identify the existing context of NEET youth in the areas of implementation
● Engage with Project resources and experts to provide technical inputs to shape different capacity development modules
● Based on Project design, support in the capacity development of consortium partners, trainers, and project stakeholders on technical and market components of self-employment
● Develop and implement the enterprise development engagements with project stakeholders to build, sustain, and enhance enterprises
● Develop and implement the skills development, incubation, soft skills, and enhancement of competencies of NEET youth with project stakeholders to improve their capacity and potential in entering the job market
● Identify institutions and enterprises to engage NEET youth in apprenticeship opportunities that help retention as well as placement in relevant job opportunities
● Create a repository of potential NEET youth, working alongside relevant job placement institutions, leveraging their networks to increase placement opportunities
● Co-create demand-creation activities with consortium partners as well as NEET youth to sustainably promote enterprise services within the local communities
● Prioritize access to finance and financial discipline for entrepreneurs exploring seed financing models as well as collaborations with MFIs and green financing initiatives
● Prioritize employment generation in the green financing sector as well as improving the entry of women within conventional employment sectors
● Identify and develop partnerships with Private and Public sector actors to improve linkages and amplify business opportunities for enterprise development and employment generation
● Conduct activities which include fairs, advocacy events and public-private development platforms to help develop an enabling environment for micro-entrepreneurs
Planning, and Strategy Development
● Assist the Project Manager in program oversight and technical, administrative, operational, and logistical management of the activity.
● Ensure appropriate, effective, and efficient utilization of resources, logistics, and project materials to field staff and others, following the iDE-B administrative, financial, vehicle, and other policies and regulations properly.
Reporting and Submissions
● Maintain budgetary control of expenditure and prepare financial reports in line with donor requirements and IDE regulations.
● Prepare field progress reports and other reports regularly, and document the key learning and findings as per requirement of the Project.
Monitoring and Evaluation
● Oversee project monitoring & evaluation and ensure adherence to reporting requirements.
● Monitor progress and capture best practices, critical analysis and generate reports as required.
● Provide feedback to the field team and updates the iDE senior management team and project manager regularly.
Supervisor and Staff Development
● Provide close and supportive oversight and guidance to the Project team and other stakeholders in the assigned areas to demonstrate outcomes and impact.
● Support the finance team in reviewing monthly financial expenses and Receipts and Payments maintaining the organizational policy.
● Provide leadership in the planning and implementation of implementation activities by building and motivating team members to achieve the results adhering to the milestones.
Rapport Building
● Establish and develop relationships with private sector actors and business development services (BDS) providers to identify and promote enterprise development.
● Lead in planning, market assessment, and programmatic guidance for the project staff, partners, and other stakeholders according to project guidelines and donor requirements.
● Facilitate to promote the positive image of the project initiatives through capacity building, employment creation including generating support from local and national stakeholders and connecting with local media.
Other Responsibilities
● Represent iDE at external events and meetings as agreed with the supervisor.
● Participate in relevant meetings and workshops.
● Undertake additional tasks subject to workload and skill sets such as cross-project training and evaluations.

A successful Employment Services Expert (Wage and Self) will have the following skills and experience and will be comfortable with the following conditions.
Education
● Master’s Degree in sociology, social work, anthropology, women’s studies, or related disciplines
Work Experience
● Minimum of ten (10) years of progressive experience in skill development and job replacement programs for youths.
● Possess experience in bolstering innovative business models centered around the creation and exchange of intellectual assets within the context of the Fourth Industrial Revolution (4IR) and related industries.
● Demonstrate proficiency in crafting a deployable human resource pool for designated trades by enhancing job-readiness factors.
● Capable of facilitating youth participation in pertinent industries, particularly focusing on female and disadvantaged group engagement through training, provision of career information and advice, and enhancing employer hiring processes, especially in EZs, EPZs, IZs, HTPs, and STPs.
● Proficient in establishing connections between the youths and the business community by leveraging mentors for the provision of career advice and guidance.
● Should have work experience in concerned division and local level language proficiency for ensuring better communication with beneficiaries.
Key Competencies
● Ability to manage financial and administrative systems, excellent project management skills, leadership, and operational capabilities which have resulted in the achievement of targets.
● Considerable understanding and knowledge of rural markets, trading relationships, rural service provision, Market value chain approach to market development, sub-sector analysis, and the role of the private sector, government, and civil society/NGOs in creating an effective service market.
