Employment Service Officer
Location: Tbilisi
Duration: February, 2024 – December 31, 2024
Time frame: Full time (40 hours per week), Monday- Friday
Background information:
The vast majority of the Ukrainian refugees are children and their families. During their refuge situation children and parents have to cope not only with emotional stress and post war-trauma but also to organize themselves to the extent enabling them to move forward and enjoy balanced, relatively normal life. The lack of income is currently their main source of stress as a significant portion being allocated to rent, leaving very little for their day-to-day living expenses. More than a half of refugees have a university level education. However, the requirement of Georgian language for qualified employment and the general lack of well-paid work opportunities has made it difficult for refugees from Ukraine to find jobs. Most Ukrainians struggle to find employment and only few are employed at all.
One of the leading component of the project is to provide employment support to Ukrainian refugees. With the support of an employment Service Officers, free vacancies and job searching refugees will be linked with each other. Wherever upskilling is needed, refugees will be supported with trainings and courses to fit to the needs of employers. A job fair for the refugee community will be set up in order for refugees to get an overview of relevant employers on the market and also in order for employers to get a picture of the valuable resources and experiences refugees bring with them.
The purpose of this position is to support the project with implementation of the livelihood and employment component.
The position of the Employment Service Officer is responsible:
- to support the project with implementation of the livelihood and employment component.
- For the implementation of the component-related interventions by working closely with Ukrainian refugees and relevant stakeholders to provide effective ways and practices to best facilitate linkages and connections to job and education opportunities for refugees living in Georgia;
- To provide ongoing support to project participants in identifying and matching job and educational/vocational opportunities existing in country to the individual needs and capacities of refugees;
- To provide substantial support to the livelihood component of the project through establishing case management and follow up system which link individuals seeking livelihood or educational opportunities to the providers of these service.
- To compile and provide information on markets, self-employment and wage employment opportunities to project team and beneficiaries; Research existing labour market and employment opportunities according to the beneficiaries’ needs and abilities.
- To plan, organize and conduct group or individual career planning, coaching and mentoring sessions on a regular basis. Establish and maintain contact and working relationships with the pool of service providers, government and non-government actors contributing to the effective implementation of the livelihood component of the project.

Major Responsibilities:
Provide ongoing support to project participants in identifying and matching job and educational/vocational opportunities existing in country to the individual needs and capacities of refugees
- Develop, establish and operate case management and follow up system which link individuals seeking livelihood or educational opportunities to the providers of these service.
- Receive and assess new referrals according to beneficiaries’ skills, needs and abilities;
- Consult project participants to define their further vocational training needs and employment prospects opportunities;
- Maintain case management approach in support of refugees to identify livelihood and educational opportunities, connect them to the potential providers;
- Identify vocational training and employment apprenticeship opportunities for beneficiaries;
- Conduct individual / group sessions on employment opportunities, as well as career planning on a regular basis;
- Develop respective intervention plan per each project participant, provide advice and support as needed/required;
- Keep updated the database on vocational training opportunities, as well as employment opportunities existing in the working area;
- Research existing labour market and employment opportunities according to the beneficiaries’ needs and abilities;
- Deliver targeted assistance to the particular beneficiary according to the intervention plan;
- Monitor the beneficiaries’ performance on a regular basis and provide the technical assistance when it is needed;
- Provide support in organizing job fairs, community meetings and other social or informational sessions;
- Work closely with Supervisor to ensure planned activities respond to project goals and are adequately resourced;
Carry out other duties as assigned by Project Manager or Component Coordinator.
Ensure all documents filled up in line with procedures, are complete and accurate;
- Deliver monthly status reports to Supervisor;
- Contribute to project overall reporting as needed.
Support project in establishing effective relationship and cooperation with relevant factors contributing to the operationalization of the component
- Contribute substantially to the development of network with national and local enterprises;
- business representatives, other NGOs, Government representatives and other institutions;
- Develop and maintain close cooperation with Social Services Agency on beneficiaries needs and work as a team to resolve barriers to employment
Monitoring and evaluation
- Responsible for collecting component-related data in compliance with MEAL and donor requirements;
- Assist MEAL team with project evaluation through technical organization of FGs, KIIs, etc.
- Support project in data gathering and analysis for M&E purposes in LH Component;
- Monitor partners and ensure smooth collaboration while delivering desired outcomes.
Qualifications and Experience Required:
Bachelor’s degree preferably in one of the social science disciplines, such as social work, sociology etc.
At least 1 year working experience in this sector;
- Experience in employment and capacity building for communities;
- Extensive experience of working with diverse societies; especially with regards to refugee community;
- Experience in supporting vulnerable groups with developing appropriate skills.
